Governor Abbott appoints four members to Texas State Board of Pharmacy

Governor Greg Abbott has named Stacy Hightower to the Texas State Board of Pharmacy and reappointed Donald “Donnie” Lewis, Donna Montemayor, and Richard “Rick” Tisch. Their terms will last until August 31, 2031. The board is responsible for ensuring quality pharmaceutical care for Texans and regulating pharmacy practice according to ethical and professional standards.

Stacy Hightower, from Aubrey, works as a certified pharmacy technician at Las Colinas Pharmacy, Compounding, and Wellness in Irving. She serves on the Alliance for Pharmacy Compounding Board of Directors and is a member of both the Pharmacy Technician Certification Board and the National Pharmacy Technician Association. Hightower also volunteers with Irving Cares and Habitat for Humanity. She attended Angelo State University.

Donald "Donnie" Lewis is a pharmacist based in Athens who owns Lewis Pharmacy Consultants. With over four decades of experience in hospital and community pharmacy, he has owned two pharmacies. Lewis also runs a wedding and event venue and holds a real estate license. He previously served on the Athens City Council as Mayor Pro-Tem and is currently part of The University of Texas Health East Texas Board of Managers in Athens. His volunteer work includes participating in the Pendulum Project Culinary Program and coordinating pharmacy services for medical missions to Africa, Peru, and Ecuador. He earned his Bachelor of Science in Pharmacy from the University of Houston College of Pharmacy.

Donna Montemayor from San Antonio is vice president at HEB overseeing Pharmacy Professional Services, Marketing, Technology, and New Business. She is involved with several organizations including the Texas Pharmacy Association, Bexar County Pharmacy Association, Texas Pharmacy Foundation Board, American Pharmacists Association, National Association of Boards of Pharmacy, and serves as vice president on the Texas State Board of Pharmacy. Montemayor also contributes to academic programs at UT College of Pharmacy as an advisory council member, alumni association secretary, faculty practitioner, residency preceptor for UT/HEB Community Residency program, and chairs the Providence Catholic School Board. She graduated with honors from UT Austin with a Bachelor of Science in pharmacy.

Richard "Rick" Tisch lives in Spring and works as regional vice president at HSA Bank. He is active with the Southwest Business Association and has coached Special Olympics teams. Tisch previously served on the Texas Council for Developmental Disabilities as an appointee by the governor. He holds a Bachelor’s degree in business administration from UT Austin.
