Governor Greg Abbott has reappointed Raymond Charles "Ray" Winter as the Inspector General for Health and Human Services. Winter's term will continue until February 1, 2026.

Winter, based in Austin, currently holds the position of Inspector General for Health and Human Services. He has an extensive background with over 24 years of service as an assistant attorney general at the Office of the Attorney General of Texas. For 15 years, he led the Civil Medicaid Fraud Division. His professional affiliations include membership in the State Bar of Texas, Texas Aggie Bar Association, and Texas Aggie Corps of Cadets Association. He is also a life fellow of the Texas Bar Foundation.

Winter's educational credentials include a Bachelor of Arts in Political Science from Texas A&M University and a Juris Doctor from the University of Houston Law Center.

The appointment requires confirmation by the Senate.
