Brays Oaks Management District Public Safety Committee met Sept. 6.

The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on September 06, 2023, at 11:30 am.

District Board and Committee members present: Ralph Rieger, Cindy Chapman, Sheri Cortez, Steve Moore, Ronnie Plotkin

Staff members present: Xavier Herrera, Josh Hawes, Cosme Garcia 

Public safety present: Commander Hassig, Officer F. Meza Jr. – HPD, Officer Thibeaux - HPD, Mike Laster – HCAO, Officer R. Michael – HPD

Public present: Stephen Polnaszek – Neighborhoods to Trails, Brenda Jackson, Michael Gallo, Doug Phillips

Executive Director Xavier Herrera called the meeting to order at 11:32 AM, and the committee meeting adjourned at 12:03 PM.

3. Minutes of 08/02/23 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Report from HPD (S. Gessner & Southwest) for the month of July.

a. Southwest

i. Commander Hassig reported District 15 crime stats. A detailed report is available in the committee packet.

b. S. Gessner

i. Officer Thibeaux reported District 17 crime stats. A detailed report is available in the committee packet.

c. Bike & DRT

i. Officer Thibeaux gave a report on DRT activities. A detailed report is available in the committee packet.

5. Receive report on HPD Overtime Program

a. HPD did not provide a presentation, however, a detailed report is available in the committee packet.

6. Receive report from Harris County Attorney’s Office

a. Mr. Laster reported that the interlocal agreement regarding Chapter 125 services will be on the September Commissioners Court agenda. HCAO is working to update recent calls for service data on two convenience stores in the area. HCAO plans to meet with HPD to decide if further action should be taken based on calls for service. Additionally, an advisory letter will likely be mailed to an area apartment complex.

7. Update from the Harris County District Attorney’s Office

i. Ms. Cortez advised the committee that the latest PSA is focused on stopping hate crimes. Additionally, there was a gun safe distribution at the Harold Preston Command Station, and one is planned for the Westside Command Station. Ms. Cortez advised she will send a link to a YouTube video to Executive Director Herrera regarding processes at the DA’s office.

8. Discussion & Recommendations

a. August Graffiti & Light Outage Report

i. National Night Out

1. Executive Director Herrera reviewed a proposal from CLC Rentals. The committee did not object forwarding the proposal to the board for consideration.

ii. Graffiti

1. Executive Director Herrera reported that 20 sites have been abated for the month of August. A detailed report is available in the committee packet.

iii. Light Outage Report

1. Executive Director Herrera advised that 30 streetlights have been reported to CenterPoint.

9. Receive RCR Report

a. Executive Director Herrera advised the committee that the RCR report had no changes.
