A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, January 24, 2023, with Mayor Sylvester Turner presiding with Council Members Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Edward Pollard, David W. Robinson, Michael Kubosh, Letitia, Plummer and Sallie Alcorn; Randy Zamora, Legal Department and Marta Crinejo, Agenda Director, present. Council Member Martha Castex-Tatum absent on City business. At 1:50 p.m., Mayor Turner called the meeting to order and recognized Council Member Huffman for a proclamation.

Council Member Huffman presented a proclamation to LifeHouse for creating a safe place for young women experiencing unplanned pregnancies. Accepting the proclamation was Claire Hao, Executive Director.

Mayor Turner recognized Council Member Thomas for the Invocation. Council Member Thomas invited Reverend Dan Jones (United Methodist Church) for the Invocation after which she led the Pledge of Allegiance.

Council Member Robinson moved to adopt the minutes of November 15-16, 2022 and Seconded by Council Member Kubosh, all voting aye, nays none. MOTION ADOPTED

Mayor Turner stated that he wanted to remind everyone that’s listening to be weather aware from 5:00 p.m. through 6:00 p.m., and be careful driving thru water. Turn around and don’t drown. The storm will be passing us quickly, just be weather aware.

Mayor Turner recognized Council Member Huffman for a procedural motion. Council Member Huffman moved that the rules be suspended for the purpose of adding Christine Butler to the top of the three (3) minute List of Speakers. Whitney Russell to the top of the two (2) minutes List of Speakers and Sarah Soloman to the top of the one (1) minute List of Speakers and Seconded by Council Member Kubosh, all voting aye, nays none. Mayor Turner recognized Council Member Thomas for a procedural motion. Council Member Thomas moved that the rules be suspended for the purpose of moving Fred Woods to follow Christine Butler for three (3) minutes and Seconded by Council Member Kubosh, all voting aye, nays none. At 9:04 a.m., Mayor Turner called the meeting of the Houston City Council to order and stated that they are going to the Mayor’s Report.

MAYOR’S REPORT

Mayor Turner stated that he reached out to the Mayor of Deer Park yesterday and said to him, whatever the City of Houston can do, to assist them, we will make ourselves available along with Pasadena as well. We where very fortunate yesterday. In fact, he stated that we were very blessed. That the storm went around most of the City of Houston. They did have a couple of apartment complexes that were impacted on the Southeast part and he thinks about 50 individuals, they ended up busing to the shelter that the Red Cross set up in Deer Park. He knows that Chief Finner is making his way out there this morning, to take look and make an assessment and make sure that they are providing protection to people while they are away from their homes. They had a wastewater plant that was damage in the Southeast but it was functional and he was pleased at that, so over all we fared well. Most damages in the Houston are occurred in the Blackhawk, Fuqua and Beltway 8 and they had three (3) people who were transported for minor injuries. We were just fortunate know one was killed. To be clear to everyone as a reminder when these weather alerts go out to make sure everyone stays in touch, but whatever they can do to assist people in the Pasadena area and the Deer Park area. That they stand ready to help them.

Mayor Turner stated that the Astros championship trophy will be arriving this morning. For those who like take pictures, they will make time for that. Mayor Jim Kenny, the mayor of Philadelphia, he honored his bet at the U.S. Conference of Mayors last week and Mayor Turner is very gracious and thankful for him.

He stated that he is looking forward to this Saturday, he prays that the weather will be good for the Sunnyside Multi-Service Center opening in District D. He wants to encourage all the people in the area to come out. This is a big deal, its very nice, he is looking forward to being at the Sunnyside Multi-Service Center from 11:00 a.m. to 2:00 p.m.

At 11:30 a.m., They are going to have the press conference on the “Hire Houston Youth”, getting geared up got the Summer Internship Program and their goal for them this year, the stretch goal, in terms have hiring kids for this summer is 20,000 from the ages from 16-24 years old, which again that is a stretch goal. In his final year as Mayor for Hire Houston Youth he wants to push really hard to get many of these kids with summer internship. Which he is asking for Members of Council support. To please encourage kids from 16-24 years old in their District to apply, paid internships and for businesses that are in their District to make jobs available.

Tonight, is the Sports Awards, the 6th Annual Sports Award will happen tonight. The star-studded award show gathers Houston’s top athletes, Alex Bregman of the Houston Astros will serve as the evening host and tonight they will honor Bruce Matthews, Calvin Murphy and the “Big E” Elvin Hays. It will be livestream online at ABC 13.

On Friday, January 27,2023, Memorial Park Conservancy will host the Urban Wild 8th Annual “Glow in the Glades” and it will take place in the Gley Glades family Eastern Glades located in the heart of Memorial Park. Everyone is asked to wear their coziest winter wardrobe. There will be food, live ice sculpting and disco under the glowing stars. The tickets are available online and the proceeds will help support the critical day to day care of Memorial Park and the work of the Conservancy

Mayor Turner stated he wanted them continue to acknowledge the Lunar New Year and sending best wishes for the Lunar New Year which many of them celebrated on January 2, 2023, at the Chinese Community Center last Saturday, which was very nice. Then he thinks that Wade Le celebration at his place this coming Saturday, at 10:00 a.m. and then they will go directly to the Sunnyside Multi-Service Center for its grand opening.

He stated that he saw on the television where this guy along with 2 or three others they were dumping their tires on the side of the road. He has a tire company. Where people pay him to get rid of the tires and instead of him taking them to the landfill or something. It was a lot of tires like a 100, he simply just went out in the community and dumped them. It was captured on camera that Constable Alan Rosen had set up. Come to find out this wasn’t his first time doing this. He is now going through the court system. He hopes that the court system, the judge will impose the maximum penalty that he is allowed. Whoever else is engaged in illegal dumping, he hopes they get the maximum penalty. Mayor Turner stated that he had done dumping 100 tires twice within 8 days. It makes it difficult on the City of Houston when they have people but in this case, a person that has a business and instead of them disposing of them properly, he just goes literally, he had 2 or 3 guys in the back and they are just throwing them out on the side oof the road. Then the reasonability falls on the city to go and pick them up. That is totally unacceptable and until they change that mindset, it will continue. He just hopes all of these cases that are going through the judicial system, the judges will not be light on these individuals and view illegal dumping as not a big deal. It is a dig deal, it lowers the quality of life in these communities.

Mayor Turner stated lastly for him, Michael Strahan he wanted to congratulate him, he is from Houston, a Westbury graduate from District K and Texas Southern University grad and the pro football Hall of Fame received the first dedication in the Hollywood walk of Fame’s sports entertainment category. He is very proud of him.

At 10:14 a.m., Mayor Turner state that before they move to the next item, he wanted to take a recess and bring up the World Champion’s trophy from the Houston Astros and Mayor Turner and Members of Council took at picture with the trophy.

ORDINANCE AMENDING BUFFERING STANDARDS CONTAINED IN CHAPTER 42 OF THE CODE OF ORDINANCES, HOUSTON, TEXAS, relating to subdivision platting and development; amending the National Electrical Code as adopted and amended by the City of Houston on Light Buffering; AMENDING CHAPTER 39, Solid Waste and Litter Control on related matters; containing findings and other provisions relating to the foregoing subject; providing for severability; containing a savings clause; establishing an effective date

Council Member Castex-Tatum written an amendment as followed:

“Amendment 1: Correct the numbering for the Section of the Construction Code referenced in Section 5, Page 6, delete the references to Sec. 406.1.1 and insert Sec. 406.4.9.

Amendment 2: Section 5, page 6, should be amended by deleting the following language:

An applicant may provide evidence to the building official that 48-inches exterior cover will require the garage to have a mechanical ventilation system and may request approval for an alternate design to minimize the light trespass onto adjacent residential property and meet the open ventilation requirements of the code, but the exterior cover may not be reduced below 42 inches.

And replacing it with this new provision:

Where an applicant provides evidence to the building official that a 48-inch exterior cover will require the garage to have a mechanical ventilation system, the applicant may reduce the exterior cover enough to meet open ventilation requirements but in no instance may it be less than 42 inches.

A vote was called for the written amendment that Council Member Castex-Tatum presented, all voting aye, nays none. MOTION 2023-0067 ADOPTED
