a. Resolution No. 3929: Consideration and or/take action to authorize the President & CEO or designee to implement and make necessary changes and corrections to the 2026 Budget for the Houston Housing Authority for the Central Office Cost Center, Housing Choice Voucher Program, and the Affordable Rent Housing Program, and to file Form HUD-52574 WITH THE Department of Housing and Urban Development.

• The adoption of the 2026 Operating Budget will have no direct impact on property taxes

b. Resolution No. 3933: Consideration and/or take action to authorize the President & CEO or authorized representative of the Houston Housing Authority to execute and enter into Insurance Contracts for the 2026 Policy Year with the Housing Authority Insurance Group.

d. Resolution No. 3934: Consideration and/or take action to authorize the President & CEO, or designee, to (1) submit an application to the U.S. Department of Housing and Urban Development (HUD) for the Fiscal Year 2025 Jobs Plus Notice of Funding Opportunity (NOFO); (2) allocate supplemental HHA funding; and (3) approve the expansion of the Jobs Plus program.

e. Resolution No. 3935: Consideration and/or take action to authorize the President & CEO or designee to execute a contract with Paragon Micro, for the purchase of network switches, firewalls, and other networking equipment at 2640 Fountain View and fifteen (15) other remote sites.

f. Resolution No. 3936: Consideration and/or take action to authorize the President & CEO to approve additional funding and extend the engagement of Wise Consulting (“Wise”) as to the 25-15 Yardi Independent Consulting Services contract between the Houston Housing Authority and Wise.

IX. Convene an Executive Session to discuss:

g. Resolution No. 3937: Consideration and/or take action to authorize the President & CEO or authorized representative of the Houston Housing Authority authorizing the acquisition and rehabilitation of those certain apartments located at approximately 9915 FM 1960, Houston, Harris County, Texas 77070, and known as the Idlewilde Apartments, and the execution of all required documents therefor.

h. Resolution No. 3938: Consideration and/or take action to authorize the President & CEO or authorized representative of the Houston Housing Authority to approve HHA Fountainview PFC’s Issuance, Sale and Delivery of (1) its Multifamily Housing Revenue Notes (Idlewilde Apartments), Series 2026, and (2) a superseding Multifamily Housing Governmental Note (Idlewilde Apartments), and the execution of all required documents therefor.

i. Resolution No. 3939: Consideration and/or take action to authorize the President & CEO or authorized representative of the Houston Housing Authority authorizing the acquisition and rehabilitation of those certain apartments located at approximately 4822 East Sam Houston Pkwy N, Houston, Texas 77015 and known as the Lafayette Village Apartments, and the execution of all required documents therefor.

j. Resolution No. 3940: Consideration and/or take action to authorize the President & CEO or authorized representative of the Houston Housing Authority to approve HHA Fountainview PFC’s Issuance, Sale and Delivery of its Multifamily Housing Governmental Note (Lafayette Apartments), Series 2026, and the execution of all required documents therefor.

k. Resolution No. 3941: Authorizing Houston Housing Authority’s refinance of COOP at Farmers Market, located at 1690 North Loop, Houston, Texas 77009.
