Congresswoman Monica De La Cruz, who represents Texas’ 15th district in the U.S. Congress, issued a statement after an agreement was reached between the United States and Mexico regarding water deliveries under the 1944 Water Treaty.
"Alongside Secretary Rollins and the entire Trump Administration, we have secured a second agreement of water deliveries from the Mexican government. In one year, we delivered a historic agreement of over 500,000 acre-feet of water, more than the other four years of the current cycle combined. Our fight is not over, and I will continue to push the Government of Mexico to comply with obligated water deliveries under the 1944 Water Treaty," De La Cruz said.
The new arrangement requires Mexico to release 202,000 acre-feet of water to the United States beginning December 15, 2025. The U.S. Department of Agriculture has indicated that negotiations are ongoing and a finalized plan is expected by January 2026.
De La Cruz has made it a priority to ensure that Mexico fulfills its commitments under the treaty for South Texas. Earlier this year, she helped secure an agreement for up to 420,000 acre-feet of water from Mexico through October 2025. She also recently introduced legislation titled the Ensuring Predictable and Reliable Water Deliveries Act aimed at imposing restrictions on Mexico if it does not meet its obligations under the treaty.
Monica De La Cruz began serving in Congress in 2023 after replacing Vicente Gonzalez as representative for Texas’ 15th district. She won her seat in both the 2022 and 2024 general elections against Michelle Vallejo.
