The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on July 05, 2023, at 11:30 am.
District Board and Committee members present: Starla, Ralph Rieger, Cindy Chapman, Sheri Cortez, Steve Moore, Ronnie Plotkin
Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra, Alan Bernstein Public safety present: Commander Hassig, Officer F. Meza Jr. – HPD, Sgt. Cedric Nickerson – HPD, Mike Laster – HCAO
Public present: Stephen Polnaszek – Neighborhoods to Trails, Marcy Williams, Sylvester Reeder III – Houston One Voice, Brenda Jackson, Barbara Richards, Carolyn Riley – Rep. Director Starla Turnbo called the meeting to order at 11:32 AM, and the committee meeting adjourned at 12:31 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment
a. Ms. Turney advised that two town hall meetings regarding violent crime in the Asian Community will be held at the Chinese Community Center and at the Chinese Civic Center. Details will be forwarded to Executive Director Herrera for distribution. Director Cortez advised that HCDA will attempt to send representation to the meeting.
3. Minutes of 06/07/23 Public Safety Committee Meeting

4. Report from HPD (S. Gessner & Southwest) for the month of June.
a. Southwest
i. Commander Hassig reported District 15 crime stats. A detailed report is available in the committee packet. Commander Hassig noted some statistical errors in the report.
b. S. Gessner
i. Officer Meza reported District 17 crime stats. A detailed report is available in the committee packet.
ii. Director Moore asked if HPD could be compare BOMD to citywide statistics. Sgt. Nickerson advised that Lt. Fehr addressed the issue in the last meeting, however, he would follow-up on the issue.
iii. Director Cortez had questions regarding the crime statistics, Commander Hassig explained the YTD comparisons.
c. Bike & DRT
i. Officer Meza gave a report on DRT activities. A detailed report is available in the committee packet. Director Plotkin advised that a location in the DRT report was not in BOMD. Officer Meza mentioned that an error was made in the reporting.
ii. Chairman Rieger advised DRT of an issue near a shopping center. Sgt. Nickerson advised that DRT is aware of the issue and has made arrests.
iii. Committee Chair Turnbo advised DRT of issues at the property across the street from Food Town. Officer Meza advised that they will look into the issue.
5. Receive report on HPD Overtime Program
a. Sgt. Nickerson provided a report on the crime initiative overtime program. A detailed report is available in the committee packet.
6. Receive report from the Harris County Attorney’s Office
a. Consider renewal of Interlocal Agreement between Harris County, on behalf of Office of Harris County Attorney, and Harris County Improvement District # 5 (Brays Oaks Management District) for nuisance abatement services.
7. Receive report from Harris County Attorney’s Office
a. Mr. Laster reported that HCAO currently has 6 active files in various stages of the chapter 125 process - 5 are convenience stores and 1 is an apartment complex. One of the properties is for 6275 W. Airport and is in the monitoring stage and will most likely be closed. Reports on the remaining cases will be reported soon. Additionally, Mr. Laster reviewed the ILA between Harris County and HCAO. Contract term for Oct. 15, 2023 – Oct. 14, 2024. Costs will remain the same: $60,833.00/yr. or $5,069.42 /mo. Deadline to submit item to Harris County is in September. Director Cortez asked for clarification on Chapter 125 reporting process. Mr. Laster advised that HPD legal sends cases to HCAO after a review of calls for service and arrest reports match the Ch. 125 criteria.
8. Update from the Harris County District Attorney’s Office
i. Ms. Cortez advised the committee on HCDA’s gun safe program. Brays Oaks has purchased 1,000 safes and will be distributed evenly between Southwest and S. Gessner by the end of July 27th. S. Gessner will report to the committee regarding how many safes are distributed. Southwest will have a rollout event.

a. June Graffiti & Light Outage Report

1. Executive Director Herrera reported that 26 sites have been abated for the month of June.
ii. Light Outage Report
1. Executive Director Herrera reported that 38 streetlights were reported to CenterPoint for the month of June.
10. Receive RCR Report
a. Executive Director Herrera advised there were no changes to RCR for the month of June.
