Brays Oaks Management District Business & Economic Development Committee met June 7.

The Brays Oaks Management District Business and Economic Development Committee held a meeting via Zoom video conference on June 07, 2023, at 10:00 am.

District Board and Committee members present: Sheri Cortez, Ralph Rieger, Cindy Chapman, Marsha Fisk, Ronald Plotkin, Sylvia Rivas

Staff members present: Xavier Herrera, Cosme Garcia, Alan Bernstein

Public present: Sylvester Reeder III – Houston One Voice, Marcy Williams, Ian Sun Office of State Rep. Gene Wu, Brenda Jackson, Ramon Mitchell, Angelee Rhyne

Committee Chair Sheri Cortez called the meeting to order at 10:05 AM, and the committee meeting adjourned at 10:47 AM.

2. Public Comment

a. Mr. Reeder advised that he has been in contact with The Houston Land Bank and advised that they have indicated that they would be willing partners with the district.

3. Minutes of 05/03/23 B&ED Committee Meeting

a. Committee meeting minutes submitted for reference.

4. District Updates & Recommendations

a. Development Properties

i. Executive Director Herrera gave an update on properties that district staff has been monitoring.

ii. Ms. Rhyne advised that she believed a used car lot is being built next to the proposed gas station at the corner of S. Gessner and Westplace Dr. Director Cortez mentioned she will continue to try to reach out to the owner of the property for an update.

iii. Director Cortez advised that the district should have continued and open communication with District J and District K regarding the proposed food truck park property on W. Bellfort and the property at the corner of S. Gessner and Westplace Dr. for potential updates.

b. Branding – SNR Creative

i. Executive Director Herrera advised that the approved collateral has been printed and is ready for distribution. Additionally, the collateral will be available to view at the next board meeting.

c. Permits & Platting

1. Permits

a. Executive Director Herrera reported the number of residential and commercial permits for the month of May. Detailed report available in committee packet.

b. Director Chapman advised that Boris Miles has requested a TCEQ hearing for the granting of a permit to Southern Crushed Concrete.

Details were not yet available.

c. Director Plotkin advised that 9720 Hillcroft permit is possibly for construction at the bagel shop.

2. Platting

a. Executive Director Herrera reported there was no new platting activity for the month of May.

d. Business PIP

i. Committee Chair Cortez advised that business PIP will be on hold until Sgt. Juarez returns.

e. Business Incentives Program

i. Executive Director Herrera recommended recognizing Fiesta Mart since they are an important partner in the community, especially regarding their support during National Night Out. Director Plotkin recommended reaching out to Fiesta Mart corporate offices since they have multiple stores in the district.

f. Brays Oaks Crossing

i. Director Cortez discussed the Brays Oaks Crossing development and advised that the developers will seek permission to install a Class A monument sign that is over the permitted 20ft. sign allowance. The developer’s sign is 24ft. Director Cortez is requesting the district submit a letter of support for the 24ft sign.

ii. Ms. Rhyne commented that she was concerned about food trucks competing with brick-and-mortar restaurants in the district. Director Cortez advised that DRT could get involved by checking their permits / credentials.

iii. Chairman Rieger advised that food trucks should have medallions issued by CoH.
