Brays Oaks Management District Public Safety Committee met April 5.

The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on April 05, 2023, at 11:30 am.
District Board and Committee members present: Starla Turnbo, Ralph Rieger, Cindy Chapman, Sheri Cortez
Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra
Public safety present: Lt. Flores – HPD, Lt. Kirby Fehr – HPD, Officer F. Meza Jr. – HPD, Mike Laster – HCAO
Public present: Stephen Polnaszek – Neighborhoods to Trails, Marcy Williams, Sylvester Reeder III – Houston One Voice, Melvin Hopkins – District K, Brenda Jackson, Barbara Richards, Tina DeFiore – HAA, Doug Phillips, Carolyn Riley – Rep. Gene Wu 137
Committee Chair Starla Turnbo called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:35 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:
1. Call to Order
2. Public Comment
a. Director Chapman advised the committee of increased crime at an apartment complex at 12500 Dunlap. Mr. Phillips agreed with Director Chapman’s comments.
3. Minutes of 03/01/23 Public Safety Committee Meeting
a. Committee meeting minutes provided for reference.
4. Report from HPD (S. Gessner & Southwest) for the month of March.
a. Southwest
i. Lt. Flores reported District 15 crime stats. A detailed report is available in the committee packet.
ii. Director Cortez inquired if there is an explanation as to why crime stats have risen significantly in 15 district. Director Cortez will follow up with an e-mail.
iii. Mr. Phillips commented that BOMD should compare its crime stats to other districts.
b. S. Gessner
i. Commander Rodriguez reported District 17 crime stats. A detailed report is available in the committee packet.
c. Bike & DRT
i. Officer Meza gave a report on DRT activities. A detailed report is available in the committee packet. Director Cortez advised Officer Meza to send community events to Executive Director Herrera.
5. Receive report on HPD Overtime Program
a. Lt. Fehr provided a report on the crime initiative overtime program. A detailed report is available in the committee packet. Director Chapman asked if the maps shown in these updates are the same maps used to extract crime stats. Lt. Fehr advised that crime stats do come from the maps that are shown in the presentation.
b. Committee Chair Turnbo inquired if HPD are still conducting traffic stops or if there is a different strategy. Lt. Fehr advised that there hasn’t been a change in strategy.
c. Mr. Phillips inquired as to the difference between felony prostitution and misdemeanor prostitution charges. Lt. Fehr advised that a felony is three or more.
6. Receive report from Harris County Attorney’s Office
a. Mr. Laster reported that HCAO has scheduled a meeting between BOMD, HPD, and HCAO to go over items with an area property owner of the convenience store at 6275 W. Airport (24/7 Shell Gas Station). Additionally, HPD is working up cases to forward to HCAO for potential litigation. HCAO will have their Chapter 125 training for April 26th from 8:30 AM – 11:00 AM at the East Aldine Management District campus.
7. Update from the Harris County District Attorney’s Office
i. Ms. Cortez reviewed the see something say something campaign. DA Gun Safe program is still ongoing and BOMD has agreed to purchase additional safes – contact local station for more information on how to receive a gun safe. Further, the community should contact HPD and Crimestoppers to report illegal dumping.
8. Discussion & Recommendations
a. March Graffiti & Light Outage Report
i. Graffiti
1. Executive Director Herrera reported that 26 sites have been abated for the month of March.
a. Director Chapman inquired if crews will be monitoring hot spots. Executive Director Herrera advised that crews will be instructed to keep an eye on hot spot areas.
b. Director Cortez inquired how the community can report graffiti to BOMD. Executive Director Herrera reviewed the process, however, advised that community members may not be reporting issues directly to BOMD.
ii. Light Outage Report
1. Light outage report will be given next month.
9. Receive RCR Report
a. Ms. DeFiore indicated there were no changes to RCR for the month of March. Additionally, The Heights at Post Oak was recently taken over by a new management company. Ms. DeFiore advised that if HPD needs information on properties, to please reach out to her. She will make HAA aware of the issues at the complex.
