The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on January 11, 2023, at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Ronald Plotkin, Cindy Chapman, Steve Moore, Sheri Cortez

Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra

Public safety present: Commander Adrian Rodriguez – HPD, Lt. Kirby Fehr – HPD, Office Kelvis Woods – HPD, Sgt. Cedric Nickerson – HPD, Mike Laster – HCAO

Public present: Stephen Polnaszek – Neighborhoods to Trails, Brenda Jackson, Doug Phillips, Barbara Hite – District K, Melvin Hopkins – District K, Angelee Rhyne, Mike Bercu, Michael Gallo, Reese Ermis, Tina DeFiore – HAA.

Executive Director Xavier Herrera called the meeting to order at 11:40 AM, and the committee meeting adjourned at 12:30 PM.

4. Report from HPD (S. Gessner & Southwest) for month of December

a. Southwest

i. Commander Hassig reported District 15 crime stats. A detailed report is available in the committee packet.

b. S. Gessner

i. Commander Rodriguez reported District 17 crime stats. A detailed report is available in the committee packet.

c. Bike & DRT

i. Officer Woods gave a report on DRT activities. A detailed report is available in the committee packet.

ii. Ms. Rhyne alerted HPD of issues at the Valero gas station near Beltway 8. Commander Rodriguez noted the issue. Mr. Hopkins advised the city was aware and will be conducting a follow-up inspection.

iii. Mr. Philips commented on DRTs efforts to combat illegal fireworks.

iv. Director Cortez thanked HPD for their work at 10300 W. Bellfort.

v. Mr. Polnaszek inquired into the status of an issue that was brought up regarding homeless near a barber shop. HPD took note and will follow up with the business owner regarding the issue. Director Plotkin advised that he has witnessed homeless individuals at the location. Director Chapman noted there’s a vacant lot next to the property.

vi. Mr. Ermis asked if HPD took possession of the fireworks after the owner of the fireworks stand was given a citation. Office Woods advised that the owner removed the fireworks stand after being issues the citation.

5. Receive report on HPD Overtime Program

a. Lt. Fehr provided a report on the crime initiative overtime program. A detailed report is available in the committee packet. Lt. Fehr advised that a donation of $150,000 was received but was not reflected in the DRT budget slide.

6. Receive report from Harris County Attorney’s Office

a. Mr. Laster reported that HCAO is working on two chapter 125 cases, both locations are convenience stores.

b. Director Moore inquired as to when action would be taken. Mr. Laster advised that HCAO will work to submit an advisory letter this month for one property and a lawsuit on the other property may be filed in the 1st quarter.

7. Update from the Harris County District Attorney’s Office

a. Ms. Cortez reviewed the HCDA PSA for the month regarding human trafficking and noted that the PSA has been sent to all management districts.

8. Discussion & Recommendations

a. December Graffiti & Light Outage Report

i. Executive Director Herrera reported that 18 sites were abated. 320 total sites abated in 2022. A detailed report is available in the committee packet.

ii. Director Turbo inquired if the light outage report included notification of resolution. Executive Director Herrera advised staff would inquire.

9. Receive RCR Report

a. Executive Director Herrera submitted a report on behalf of HAA. No changes to RCR reported for the month.
