A regular meeting of the Houston Firefighters’ Relief and Retirement Fund (HFRRF) Board of Trustees convened at the Fund offices at 4225 Interwood North Parkway, Houston, Texas 77032 on Tuesday, December 13, 2022, at 10:15 a.m.

Trustees present were Brett R. Besselman (Chair), Stephen R. Whitehead (Vice Chair), Lisa R. Slagle (Secretary), Gerard L. Daniels, Pete Ng, David O. Lantrip, Arif Rasheed, Earnest W. Wotring, and Albertino Mays. Trustee absent was David Riegor. Also present were staff members Timothy Schauer (Executive Director), Ajit Singh (Chief Investment Officer), Claudia McInnis (Director of Finance & Administration), Dalia De La Cruz (Director of Member Services), Andrea Sharayha (Director of People and Culture), John D. Moore II (Director of Technology and Building Services), Adam E. Smith (General Counsel), and Deborah Hernandez (Conference Center Manager).

The Chair called the meeting to order at 10:15 a.m.

The Board recited the Pledge of Allegiance and observed a moment of silence.

There was a motion by Stephen R. Whitehead, seconded by David O. Lantrip, to approve the following items listed on the consent agenda:

A. Approval of the minutes of the regular Board meeting held on Tuesday, November 15, 2022.

B. Approval of the minutes of the Pension Benefits Committee meeting held on Tuesday, November 15, 2022.

C. Approval of the minutes of the Budget and Audit Committee meeting held on Tuesday, November 15, 2022.

D. Approval of the minutes of the Personnel and Procedures Committee meeting held on Tuesday, November 15, 2022.

E. Approval of the minutes of the Investment Committee meeting held on Tuesday, November 15, 2022.

The motion carried.

The Chair called for a vote of the elected members of the Board on the Citizen Member position. There was a motion by Gerard L. Daniels, seconded by Pete Ng, to re-appoint Albertino Mays to the citizen member position on the Board of Trustees for a two-year term effective January 1, 2023. The motion carried.

The Director of Finance and Administration reviewed the Fund’s consolidated financials and highlights for the first quarter fiscal year ending September 30, 2022, noting the Plan’s net position at approximately $4.845 billion.

The Conference Center Manager presented a progress report on the Fund website enhancement. Earnest Wotring departed the meeting room at 10:50 a.m.

The General Counsel provided updates on the Fund’s lawsuits against the City of Houston and City officials related to Senate Bill 2190 in the 85th Texas legislature and on the declaratory judgment relating to informal marriage.

David O. Lantrip requested discussion at a future meeting regarding communications to Fund members regarding the Fund’s scheduled board and committee meetings.

The meeting adjourned at 11:17 a.m. on a motion by David O. Lantrip, seconded by Pete Ng. The motion carried.
