The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on October 05, 2022, at 11:30 am.
District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez, Steve Moore, Ronald Plotkin, Marsha Fisk, Sylvia Rivas, Cindy Chapman
Staff members present: Xavier Herrera, Alice Lee, Cosme Garcia
Public safety present: Commander Christopher Hassig, Commander Adrian Rodriguez – HPD, Sgt. Jose Juarez – HPD, Mike Laster – HCAO, Christopher Garza - HCAO
Public present: Stephen Polnaszek – Neighborhoods to Trails, Brenda Jackson, Doug Phillips, Tina DeFiore – HAA, Suhana Ganchi – Office of Gene Wu, Aimee Mobley Turney – Office of Gene Wu
Committee Chair Starla Turnbo called the meeting to order at 11:35 AM, and the committee meeting adjourned at 12:36 PM.

4. Report from HPD (S. Gessner & Southwest) for month of September
a. Southwest
i. Commander Rodriguez reported District 15 crime stats. Detailed report is available in committee packet.

i. Commander Rodriguez reported District 17 crime stats. Detailed report is available in committee packet.
1. Commander Rodriguez advised units were responding to a shots fired call when they were flagged down and directed to a business in a shopping strip called Demond Diablo Clothing Company which was allegedly running a brothel type business. Mr. Laster requested the address. Commander Rodriguez provided 11285 SW Freeway Unit #200.
2. Director Moore commented that part of BOMD’s job is to track crime stats on an annual basis to formulate long term solutions.
3. Director Plotkin inquired as to how many of the burglary of motor vehicle crimes take place in apartment complexes. Commanders Rodriguez and Hassig both commented that the majority are in apartment complexes and commercial parking lots would follow as a close second. Director Moore agreed with the assessment as an apartment complex owner.

i. Sgt. Juarez reported DRT activities in September. Detailed report is available in the committee packet.
5. Receive report from Harris County Attorney’s Office
a. Mr. Laster advised that Christopher Garza has joined the team and will be working on chapter 125 cases as well. Additionally, Harris County Commissioners Court has approved the interlocal agreement with BOMD to continue to provide nuisance abatement services; Sgt. Juarez has transmitted two files to HCAO for review and investigation. Mr. Laster reported that BOMD and HCAO will continue to monitor the Babe’s Cabaret issue.
b. Committee Chair Turnbo commented on ongoing issues at the shopping center on Fondren and Braeswood and requested that HPD monitor the area for violations.
c. Director Cortez addressed the ongoing issues at the shopping center on Fondren and Braeswood and thanked Executive Director Herrera on his efforts to communicate with the property owners.
6. Update from the Harris County District Attorney’s Office
a. Ms. Cortez addressed the latest PSA regarding domestic/family violence; commented on the success of national night out events; reiterated the importance of the public not leaving unsecured weapons in vehicles overnight; promoted domestic violence program to reach a crisis counselor by texting HELP to 741741.
7. Discussion & Recommendations
a. September Graffiti & Light Outage Report
i. Executive Director Herrera reported that 30 sites were abated. A detailed report is available in the committee packet.
ii. Executive Director Herrera reminded the committee that a streetlight outage report should be provided at the next committee meeting.
b. Annual National Night Out Event
i. Committee Chair Turnbo reported that the event went well; it was well attended; elected officials or their representatives attended. Ms. DeFiore commented that she was at the BOMD NNO event and stated there was good attendance and that having he event earlier in the day worked well.
8. Receive RCR Report
a. Ms. DeFiore advised she didn’t have any changes to report to the committee. Committee
9. Review FY2022 committee budget
a. Executive Director Herrea presented that current committee budget. Director Cortez inquired as to when the budget was approved since all of the DRT Off-Duty Program funds have not been used. Director Chapman advised that the budget reflects actuals through August. The budget timeline was confirmed by Executive Director Herrera and Committee Chair Turnbo.
