A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, August 30, 2022, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department and Marta Crinejo, Agenda Director, present. Council Member Robert Gallegos absent on personal business.

At 1:37 p.m., Mayor Turner called the meeting to order and recognized Council Member Evans-Shabazz for the first proclamation.

Council Member Evans-Shabazz presented a proclamation recognizing Clifford Branch, a Houston native (Worthing High School), a beloved athlete and NFL Hall of Fame Honoree. Accepting the proclamation were Wesley Forte, Reverend Carl and Sheryl Harrison, Kathy Allen Clifford, Clayton and Victoria Catchings, Carl Douglas, Dianne Robinson, Shawn Reed, Everette Harris, Sr. and Grace Butler.

Mayor Turner presented a proclamation recognizing the Houston Rolling Astros for their 3rd place finish in the Wheelchair Softball World Series. Accepting the proclamation were the members of the Houston Rolling Astros.

Council Member Castex-Tatum moved to adopt the minutes of June 22-23, 2022 and July 12-13, 2022 Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

REPORT FROM CITY CONTROLLER AND THE CITY ADMINISTRATION REGARDING THE CURRENT FINANCIAL STATUS OF THE CITY including but not limited to, a revenue, expenditure and encumbrance report for the General Fund, all special revenue funds and all enterprise funds, and a report on the status of bond funds – Was presented, City Controller Chris Brown and Interim Director of Finance Department, Will Jones reviewed the Monthly Operation and Financial Report; copies of which are on file in the City Secretary’s Office for review.

Members of Council commented and questioned Interim Director Jones and City Controller Brown about the Monthly Financial Report.

MAYOR’S REPORT

Mayor Turner stated that there has been a lot of conversation in terms of where things are crime wise in the City of Houston. When people say that the City of Houston is the most dangerous city in America, he takes offense to that. In saying, it drives fear. And when you look at the homicides, for example, per capita for the City of Houston, we are not in the top ten in the country.

He asked Chief Finner and his team to make a presentation on where things are.

Chief Finner and Chief Martin gave a PowerPoint presentation to members of Council. Members of Council commented and questioned Chief Finner and Chief Martin on the PowerPoint presentation about the crime rate in the City of Houston.

Mayor Turner stated the Texas Court of Appeals reaffirmed their support for the pension reforms that were put in place that was challenged by the Firefighters Retirement Fund. He wants to thank Arturo Michel, his legal team and all of those working for their efforts on that decision.

Collins Aerospace Ribbon Cutting will be at 11:30 a.m. and everyone is welcome to attend. There will also be a reveal for the new spacesuit that the company is designing for NASA. The Trill Burgers popup didn’t take place on last Saturday, but the City of Houston and Bun B Trill Burgers will share more details on the next popup at Houston City Hall on Sunday, September 18th. It will be hosted at City Hall from 3:00 p.m. to 7:00 p.m. The popup will feature Bun B Trill Burgers’ full menu.

This is the Labor Day Classic Weekend and Prairie View and TSU will draw thousands of football fans as the Panthers of Prairie View A&M will face the Texas Southern University Tigers. This is the 186th birthday for the City of Houston. Happy birthday to the City of Houston. He does want to acknowledge that Jackson, Mississippi is under water and they are in need of everything. He has asked Janice Weaver to work with coordinating a water donation for Jackson, Mississippi. The goal is to get that water sent out there by Friday.

Our hearts go out to the Pakistani community. They had massive flooding with thousands of people that have lost their lives and hundreds of thousands that have been misplaced. He had asked Chris Olson, Mayor’s Office of Trade and International Affairs, and Janice Weaver to assist with working with the members of the Pakistani community in their relief efforts. They will be working closely with the Pakistani Consulate General of Houston.

He wants to close today by offering our thoughts and prayers to Deputy Omar Ursin. The City of Houston extends condolences to the family of Harris County Precinct Deputy Omar Ursin. He was gunned down when he was picking up dinner for his family.
