Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.
The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. MAYOR’S REPORT
Mayor Turner stated that this morning, Airport Director Mario Diaz and other senior leaders from the Houston Airport System are joining them for a special recognition. The Houston Airport has always been an asset to this city. For years, they were the only city in the western hemisphere to have two (2) four-star airports and today their bragging rights are even more notable.
William P. Hobby is the first and only five-star rated airport in North America. It was also rated as best regional airport in North America. They are equally proud of Bush Intercontinental Airport, which continues to improve its four-star rating year after year. He is confident that it won’t be long before they can say Houston is home to two (2) five-star rated airports. Our airports have always delivered excellent customer service but having this International Certification from SkyTrax, the Premier International Air Transport Rating Agency, will confirm to the world that we are a top tier city that can compete with the best of the best. Being recognized for our commitment to first class services, the tremendous benefit to Houston and the entire region speaks well of the leadership of the Houston Airport System. Congratulations to the more than 1,100 Houston Airport employees, as well as their partners, airlines, federal agencies, concessionaires and all the service providers that operate in our airports. He wanted to recognize Aviation Director
Mario Diaz, the Chief Operating Officer, Jim Szczesniak and Chief Terminal Manager Liliana Rambo.
Director Diaz presented the 5 Star Airport SkyTrax plaque to Mayor Turner.
Mayor Turner presented a proclamation to the Houston Airport System recognizing the 2022 World Airports Awards presented by SkyTrax that William P. Hobby Airport is the first and only five-star rated airport in North America and as the best regional airport in North America. Whereas, George Bush Intercontinental Airport was ranked third best airport in the world in the 30 to 40 million passengers category and was awarded second place for best website and digital services. Accepting the proclamation were Aviation Director Mario Diaz, Chief Operating Officer Jim Szczesniak and Chief Terminal Manager Liliana Rambo.
Members of Council commented and congratulated Director Diaz, Mr. Szczesniak and Ms. Rambo.
Yesterday, they had a number of speakers that spoke about the Timber Ridge Apartments complex about the deplorable conditions there. This morning, about 10:00 a.m., he’s sending a legal team out to Timber Ridge. Arturo Michel has put together a team that will be out there Houston Public Works, Solid Waste and others to take any actions that they need to take to protect those tenants and to force compliance by the apartment owners. He is also revamping the Housing Habitability Team. He is putting together a strike force team that can be deployed very quickly, coordinately and deal with any of these apartment complex issues as they move forward.
Last Friday, they received notice from the Department of Justice investigating the City of Houston on illegal dumping by third parties. When he came into office for the City of Houston, he didn’t want to be the Mayor of two cities (the haves and have nots). Because of that, he put together complete communities. That initiative was directly focused on communities that have been underserved and under resourced. In his office, there is a list of things on a chart that has been there for quite some time and one of those is illegal dumping. They have been focused on illegal dumping in this city. There is no question that most illegal dumping takes place in communities that have been underserved and under resourced. That is a fact. People do not do much illegal dumping in River Oaks or Memorial or Tanglewood. He is really aghast at the DOJ for saying they’re simply investigating. He would prefer for them to be investigating and partnering with the City of Houston against Union Pacific and the cancer cluster in Kashmere Gardens. He has instructed Director Mark Wilfalk to seek additional support from outside vendors. They cannot take resources away from Solid Waste that’s needed in Solid Waste right now. They will seek to bring on additional outside vendors, contractors to assist in collecting even more illegal dumping. Then he also instructed Director Wilfalk to take steps to put in and install even more cameras in various areas where there is repeated illegal dumping. Mayor Turner stated to Chief Finner, whatever his Environmental Team needs to bring even added enforcement, they will make those resources available to HPD, as well. Then, the last element, they will look at ways to bring in some temps or others to work in various districts to pick up litter in the City. He believes the action taken by the DOJ is baseless and without merit. But having said that, there’s no question that there is too much illegal dumping primarily concentrated in certain communities that have been underserved and under resourced.

Mayor Turner stated he joined the County Judge this week asking the CDC and the State to send them more vaccines for Monkeypox. Last Friday, they received a little bit more than 5,000. They shared 30% of what they have with Harris County. They also shared additional vaccines with Legacy, Be Busy and Dr. Joseph Gaff. Bear in mind, this is a two-dose regimen and they maintained about 1,500 and when you cut that in half, it’s for 750 persons. As of Monday, they had 47 cases and he thinks that has increased by 10 or 11. In comparison to New York, San Francisco, D.C., Chicago, we don’t really have as many as they have but we are the fourth largest City and the most diverse. They have learned from COVID that you don’t wait until the fire gets out of hand, you try to get ahead of it.
Mayor Turner stated that they have their Lift Off Houston Press Conference at 11:30 a.m. in the Legacy Room to kick off the 10th Anniversary of the Lift Off Houston Start Up Business Plan Competition. More than 15,000 Houstonians have participated since they started this competition about 10 years ago. Then, at 3:00 p.m., there is another press conference in the Legacy Room.
They will be joined with Harris County Attorney, Chris Menefee, to announce the new developments in the Kashmere Gardens/Fifth Ward community in its battle with UP Railroad. He wanted to thank Arturo Michel and his team for their work, Harris County and Jim Blackwell, as well.
