A consolidated meeting of the Houston City Council was held at 9:00 a.m., with Mayor Pro Tem Dave Martin presiding with Council Members Amy Peck, Tarsha Jackson, Carolyn Evans-Shabazz, Tiffany Thomas, Mary Nan Huffman, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Deidra Penny, Legal Department and Marta Crinejo, Agenda Director, present. At 9:04 a.m., Mayor Pro Tem Martin called the meeting to order and recognized Council Member Knox for the Invocation.
Council Member Knox invited Minister Nikki Keyser, Founder & Executive Director of Simply H.E.R. Movement (Helping Empowerment Restoration) for the Invocation after which he led the pledge of allegiance.

Council Member Kubosh moved to delay the minutes and Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED
Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.
The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Pro Tem Martin stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Tuesday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.
Mayor Pro Tem Martin stated that the first item today is the Monthly Financial Report and recognized City Controller Brown and Director Emo.
REPORT FROM CITY CONTROLLER AND THE CITY ADMINISTRATION REGARDING THE CURRENT FINANCIAL STATUS OF THE CITY including but not limited to, a revenue, expenditure and encumbrance report for the General Fund, all special revenue funds and all enterprise funds, and a report on the status of bond funds - Was presented, City Controller Chris Brown and Director of Finance Department, Tantri Emo reviewed the Monthly Operation and Financial Report; copies of which are on file in the City Secretary’s Office for review.

MAYOR’S REPORT
Mayor Pro Tem Martin stated that he hoped everyone had a great Fourth of July. The City’s signature, Freedom Over Texas, was a lot of fun and showcased some great performers. More than 32,000 people showed up to party and celebrate America’s birthday at Eleanor Tinsley Park. Mayor Turner is not here this morning but, on his behalf, he wanted to thank the Mayor’s Office of Special Events and all of the sponsors that made it possible. Shout out to Susan Christian, who does a fantastic job every time they do an event.
City Council will hold public hearings to receive input from the public for their proposed redistricting plan. The hearings will take place on July 13th at 9:00 a.m. and 7 p.m. and on July 20th at 9:00 a.m. here in the City Council Chamber. By the close of business tomorrow, July 7th, the proposed redistricting plan will be available to the public on the City’s website at www.letstalkhouston.org/redistricting.
Yesterday, Mayor Turner and Harris County Attorney Christian Menefee announced they would submit a notice of intent pursuant to the Federal Resource Conservation and Recovery Act to Union Pacific Railroad in connection with the long-standing contamination in Houston’s Fifth Ward from UP’s Houston Wood Preserving Works Creosote Treatment Facility. The Texas Department of State Health Services found significant issues in cancer rates around the UP railyard. According to the news release, the notices of intent to sue will be sent in the coming weeks to UP the Administrator of the U.S. Environmental Agency, the Attorney General of the United States and the Texas Commission of Environmental Quality. The notice will state that the City of Houston and Harris County will file a citizen’s suit in federal court seeking injunctive relief against UP to address its dangerous storage and disposal of hazardous waste at this UP facility.
The HOV and HOT lanes are open for the summer pilot program. The express lanes that help you avoid traffic on weekdays are now open seven (7) days a week as a part of their regional pilot program approved by METRO’s Board of Directors. The HOV/HOT express lanes are managed by METRO and will be open on weekends beginning Saturday, July 2nd through Monday, September 5th. Weekend and holiday operations will follow the same schedule, occupancy requirements and tolls as weekdays. Lanes included in the pilot program run down the middle lane of I-45, U.S. Highway 59 and Highway 290.
Houston Parks and Recreation is still looking for lifeguards for the summer. You can earn a $500.00 incentive by the end of the summer but you must pass the American Red Cross Lifeguard Training. Remember to vote for Jose Altuve and Yordan Alvarez daily until Friday July 8th to send them to the 2022 All Star game.
The City of Houston City Hall lights will be lit in orange this weekend in support of the Houston Dynamo and MLS‘s newest star player, Hector Herrera. Last week, the City of Houston and fans welcomed him to the City. He makes his official debut on the 9th when the Dynamos play the hated Dallas FC.
