Brays Oaks Management District Public Safety Committee met June 8.

The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference at 11:30 am.
District Board and Committee members present: Starla Turnbo, Ralph Rieger, Cindy Chapman, Sheri Cortez, Steve Moore, Ronald Plotkin, Etan Mirwis
Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra
Public safety present: Lt. Kirby Fehr – HPD, Sgt. Jose Juarez – HPD, Sgt. C.B. Nickerson – HPD Public present: Stephen Polnaszek – Neighborhoods to Trails, Brenda Jackson, Melvin Hopkins, Doug Phillips, Sylvester L. Reeder III, Brenda Jackson, Angelee Rhyne, Moshe Klein
Committee Chair Starla Turnbo called the meeting to order at 11:31 AM, and the committee meeting adjourned at 12:20 PM.

3. Minutes of 05/04/22 Public Safety Committee Meeting
a. Committee meeting minutes submitted for reference and review.
4. Report from HPD (S. Gessner & Southwest) for month of May
a. Southwest
i. Lt. Fehr reported District 15 crime stats. Detailed report is available in committee packet.
b. S. Gessner
i. Lt. Fehr reported District 17 crime stats. Detailed report is available in committee packet.
ii. Director Moore requested the heat map data be adjusted for population density.
c. Bike & DRT
i. Sgt. Juarez reported DRT activities in May. Detailed report is available in the committee packet.
ii. Sgt. Juarez addressed an issue regarding trespassing and advised updated trespass affidavits may be needed.
iii. Mr. Klein inquired as to what the committee may be able to do about the INA Food Mart convenience store at 6060 W. Bellfort.
1. Sgt. Juarez advised that DRT is aware, crime suppression unit is monitoring the location and it has been referred to HCAO for action.
5. Review / Consider HPD Invoice regarding the BOMD – HPD Overtime Program
a. Executive Director Herrera advised that BOMD is in the process of disbursing another $100,000 to the HPD overtime program.
6. Receive update on BOMD – HPD Overtime Program
a. Lt. Fehr reviewed HPD Overtime stats with committee. Report is available in committee packet.
7. Review and ratify check disbursed regarding HPD Equipment Request
a. Executive Director Herrera advised that a check was disbursed to and received by Commander Rodriguez for an equipment request.
8. Report from Harris County Attorney
a. Executive Director Herrera read a written report from Mr. Laster relating to HCAO activities. HCAO is working with HPD legal and area DRT on cases. Sgt. Juarez confirmed they have forwarded a list of locations to Mr. Laster.
9. Update from the Harris County District Attorney’s Office
a. Director Cortez advised of ongoing HCDA PSAs regarding leaving children in hot cars and the issue of stolen guns from unattended cars.
10. Discussion & Recommendations
a. May Graffiti & Light Outage Report
i. Executive Director Herrera reported that 28 sites were abated. A detailed report is available in the committee packet. He also advised a light outage report should be provided next month.
11. Receive RCR Report and Possible Action
a. Ms. DeFiore was unable to attend the committee meeting, however, informed Executive Director Herrera there were no changes.
b. Director Mirwis introduced Moshe Klein who is the new owner of the Bel Lindo apartment complex and suggested BOMD host an annual breakfast for property owners.
c. Director Moore stated that he would be interested in an apartment owner specific meeting.
