A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding and Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Edward Pollard, Martha Castex-Tatum, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Members Robert Gallegos and Mike Knox absent on personal business.

At 1:34 p.m., Mayor Turner called the meeting to order and recognized Council Member Kubosh for a presentation.

Council Member Kubosh presented a proclamation to Miola Laws for outstanding contributions to the community. Accepting the proclamation was Miola Laws.

Council Member Cisneros presented a proclamation to Houston Media Source recognizing their 35th year anniversary. Accepting the proclamation were members of Houston Media Source.

Mayor Turner presented a proclamation to Delta Sigma Theta recognizing the 25th Anniversary of Delta Day at City Hall. Accepting the proclamation were members of Delta Sigma Theta.

Council Member Peck gave the Invocation after which she led the Pledge of Allegiance.

Council Member Castex-Tatum moved to adopt the minutes of April 19-20, 2022 and Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place. The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Pro Tem Martin stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Pro Tem Martin moved that the rules be suspended for the purpose of moving Jerry Gause after Shane Stinson and adding Robert Woods after Jerry Gause on the Non-Agenda List of Speakers for three (3) minutes and Seconded by Council Member Kubosh, all voting aye, nays none. Mayor Pro Tem Martin recognized Council Member Kubosh for a procedural motion. Mayor Turner stated to Mr. LaBlanche that those are two (2) distinct issues. In terms of illegal dumping, if they’re dumping illegally that’s up to a $4,000 fine. If he knows of the person/persons doing that, they can certainly go after them on that point. If they’re bringing their stuff from the unincorporated area into the City of Houston they are still subject to the $4,000 fine. With respect to the connectivity issue, he will refer him to Houston Public Works for them to take a look at it.

Mayor Turner stated to Mr. LaBlanche that they will visit with Commissioner Ellis about this particular issue and they certainly could put up cameras in this area.

Council Member Evans-Shabazz stated to Mr. LaBlanche that she certainly agrees that it’s a major problem. It’s a major problem all over the City of Houston. She thinks he nailed it when he said that they do this because they do not get services. She, along with Mayor Turner, will reach out to Commissioner Ellis to see if there is something that can be done because they should have some type of services to be able to dump their goods. Maybe they can look at Public Works and maybe TxDot extending Orem Dr in that area because she knows that it is quite hazardous trying to maintain the traffic to get on and off of 288. They will follow up with the Mayor, who will certainly reach out to Commissioner Ellis.

Mayor Turner stated to Mr. Sasson that he is operating at Tidwell Wastewater Utility. The memo also states he executed a groundwater reduction plan agreement. Mr. Sasson stated that the City is working with him on this issue because he met with the Water Department. Mayor Turner stated that he will refer this issue to the Legal Department and he will do what the Legal Department recommends.

MAYOR’S REPORT

Mayor Turner stated that today marks two (2) years since George Floyd was killed after the Minneapolis Police Officer knelt on his neck for over nine (9) minutes. George Floyd grew up in Third Ward in the Cuney Homes. His death sparked a lot of social and civil unrest throughout our country going back to 2020. There are two (2) significant events marking this day. The Houston Public Library will have an event this afternoon at the Gregory School of African American Library. Then later, he will join Commissioner Rodney Ellis at a Precinct 1 statue unveiling at Tom Bass Park. That’s scheduled to be at 5:00 p.m. or 5:30 p.m.

The Houston Health Department is now offering free COVID-19 boosters to children ages 5-11. The free booster shots are offered at all Houston Health Department vaccination sites and vaccinations from the Houston Health Department sites are free. It doesn’t require insurance or proof of residency. He wanted to encourage people to get their vaccination and to get boosted.

For information on locations and schedules, visit houstonhealth.org or call (832)393-4220. The Center for Disease Control and prevention now recommends that children in this age group receive a booster shot 5 months after the initial Pfizer vaccination shot. The numbers are going up some.

Project Brays ribbon cutting will be Thursday at 10:00 a.m. The Brays Federal Flood Damage Reduction Project known as Project Brays is the largest flood damage reduction program undertaken by the Harris County Flood Control District to date. It’s a cooperative effort between the Flood Control District and the U.S Army Corps of Engineers. It’s a multiyear $480 million project that substantially reduces flooding risks in the Brays Bayou Watershed.

Next Monday, May 30th, is Memorial Day. It’s a day for honoring the U.S. military personnel who have died while serving in the Armed Forces. Mayor Turner will be participating in the ceremony at the Houston National Cemetery. All City of Houston Departments will be closed and will resume business on Tuesday. Wednesday, June 1st, we will have a consolidated Council session and the budget will be dealt with then

Mayor Turner stated that he wanted to close in talking about the Uvalde shooting. We are all heartbroken this morning about yesterday’s mass shooting at Robb Elementary in Uvalde, Texas. Nineteen (19) children and two (2) adults were killed. He offered his condolences to the families and to our country.
