The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Cindy Chapman, Sheri Cortez, Steve Moore, Ronald Plotkin, Sylvia Rivas

Committee Chair Starla Turnbo called the meeting to order at 11:31 AM, and the committee meeting adjourned at 1:17 PM.

a. Committee meeting minutes submitted for reference and review.

4. Report from HPD (S. Gessner & Southwest) for month of February

a. Southwest

i. Lt. Manfre reported District 15 crime stats. Report is available in committee packet.

ii. Ms. Rhyne inquired about alert slip on gas station in area. Sgt. Juarez will investigate and speak with the manager or owner of property.

b. S. Gessner

i. Commander Rodriguez reported District 17 crime stats. Report is available in committee packet.

c. Bike & DRT

i. Officer Woods reported DRT activities in March. Report is available in committee packet.

ii. Mr. Beauchamp reported he is still seeing major problems near Meadows Place and he is in contact with Sgt. Juarez. Sgt. Juarez stated DRT officers have been visiting the site and will investigate further. Commander Rodriguez advised to call dispatcher to create a call for service record, rather than calling storefront.

iii. Ms. Rhyne inquired as to an issue regarding 18 wheelers that have been parked in a lot for months. Sgt. Juarez reported vehicles cannot be removed since they are on private property, however, HPD will check to make sure the vehicles are not stolen; advised 311 should be called to get department of neighborhoods involved.

iv. Mr. Beauchamp inquired as to whether anyone has any knowledge on Frys property. Sgt. Juarez reported that he will follow-up on ownership, however, to e mail him to create an alert slip in order for a unit to be assigned to the area.

5. Report from Harris County Attorney

a. Michael Laster reports HCAO

i. Reports HCAO will conduct a nuisance abatement training for HPD, HCSO, Constables and other management district security personal covering chapter 125 cases. Co-hosted by management districts at North Houston Management District campus.

ii. File on 8900 S. Braeswood property was opened in November. In communication with owner. City of Houston Attorney’s Office has filed suit against the owner.

Case # 2022-15763. HCAO is in communication with City Attorney regarding the matter and will continue to report.

iii. Sgt. Juarez thanked Mr. Laster regarding HCAO’s partnership on these cases. 6. Discussion & Recommendations

a. February Graffiti & Light Outage Report

i. Mr. Herrera reported a total of 19 graffiti abatements for the month of March. Detailed report is available in the committee packet.

ii. Mr. Herrera stated light outage report will be given in May.

iii. Director Cortez inquired if gang tags are reported to crime suppression team or are being sent over to Commander Rodriguez. Mr. Herrera states he will make an inquiry into the matter.

iv. Mr. Philips inquired as to whether gang tagging could trigger federal resources regarding organized crime. HCAO took the comment under advisement.

7. Receive RCR Report and Possible Action

a. Ms. DeFiore reports no changes, however, reiterates the important of RCR and that BOMD does not pay for non HAA members to access RCR.

b. Committee Chair Turnbo stated RCR has been a benefit to apartment complexes regarding a potential tenant’s eviction history or status. Stated more than 50% of new applicants have been evicted.

c. Director Rivas inquired as to why some apartment complexes are dropping RCR. Ms. DeFiore stated that typically a transfer in ownership causes the lapse.

d. Director Chapman inquired as to if the percentage of participation in RCR is declining or going up. Ms. DeFiore stated the percentage of participation is generally very good compared to other districts. Director Chapman inquired as to why some apartment complexes are not utilizing the service. Ms. DeFiore stated that the complexes that are not using RCR are generally non-HHA members, since BOMD only pays for the service for HHA members. Committee Chair Turnbo advised that the committee could recommend paying for non-HHA members as well. Director Rivas stated that in her experience non-HHA members are generally less selective with tenants and may not use the service, even if it was free.

e. Ms. DeFiore stated she attends public safety meetings across districts to make note of hotspots and will contact the complexes to address issues.

f. Director Cortez stated she will also keep Ms. DeFiore up to date if she hears about any public safety issues when she is in community meetings across the city.

g. Ms. DeFiore inquired as to whether the committee has any information regarding Bel Lindo apartments current ownership. The committee had no information at this time.

8. Receive presentation from HPD & District J Council Staff concerning the Flock Camera Program and Possible Action

a. Mr. Anzalone gave presentation on Flock camera system.

b. Director Moore inquired as to cost. Mr. Anzalone stated $2500 per camera is the annual cost (subscription based) with a onetime implementation fee of $350. Director Moore inquired as to how stolen plate information is transferred to police department. Mr. Anzalone stated information is immediately available to local PD. Director Moore asked how the system handles fake or paper plates. Mr. Anzalone stated that an alert can be setup for fake plates or description of vehicle.

c. Ms. Rhyne inquired as to how she could contact Mr. Anzalone for HOA use. Mr. Anzalone to follow-up.

d. Director Cortez advised that the Flock system is being used by HPD and they are able to get alerts in real time on their city mobile phones.

9. Budget Discussions and Possible Actions

a. Director Cortez recommended that DRT Off-Duty Program budget be increased to $300,000.

b. Committee Chair Turnbo added that increase in payroll should also be factored in.

c. Director Moore stated that the board doesn’t have to spend the entire amount budgeted and would prefer a line for discretionary spending for unexpected issues.

d. Director Chapman agreed that DRT Off-Duty Program budget should be increased to $300,000.

e. Committee Chair Turnbo did not agree with a line item for discretionary spending. Director Moore withdrew his suggestion.

f. Committee Chair Turnbo recommended the following amendments to the approved budget:

i. Line 7009 – DRT Off-Duty Program, amount amended from $250,000 to $300,000.

1. A motion for BOMD board to receive and consider amendments to these budget items was made by Director Cortez and seconded by Director Chapman; the motioned passed with all in favor.
