Late deputy constable's sister: 'It’s just hard to come to terms with'

Jocelyn Fowler said that her sister, the late Harris County Precinct 7 Deputy Constable Jennifer Chavis, had a bright future to look forward to until a fatal car crash claimed her life at the age of 32 on April 2, according to a report from Houston NBC affiliate KPRC.

But what hurts the most, Fowler said, is the fact that Chavis's four-year-old son no longer has a mother.

“It’s just hard to come to terms with,” Fowler, who is younger than Chavis, told KPRC. “My sister doesn’t get to come home to her son, and we are trying to figure out how to explain that to him.”

The Houston Daily reported that a suspected drunk driver rear-ended a patrol unit driven by Chavis in the 7200 block of the South Sam Houston Tollway West and caused the vehicle to burst into flames. Authorities declared Chavis dead at the scene. 

Thirty-six-year-old Adolfo Serrano has been charged in the incident. Houston ABC affiliate KTRK reported that Serrano appeared in court and had his bond set at $750,000 despite prosecutors' request for no bond.

According to KPRC, Chavis was an Army veteran who held a criminal justice degree from the University of Houston-Downtown and a master's degree from Texas Southern University.

The station reported that the deputy, who also left behind a husband, was pursuing her doctorate at the time of her passing.

“Now, we don’t get to see that next chapter of her life,” Fowler told KPRC.

Houston-based media outlets reported that funeral arrangements for Chavis have been announced.

Houston CBS affiliate KHOU reported that a funeral service is slated for April 13 at Fountain of Praise Church at 13950 Hillcroft Ave.

A private visitation will be held from 10 a.m. to 11 a.m., with the public visitation to follow from 11 a.m. to 12:30 p.m.

Chavis's family said that she'll be interred in Liberty.
