The Brays Oaks Management District Business and Economic Development Committee held a meeting via Zoom video conference on February 01, 2023, at 10:00am.

District Board and Committee members present: Sheri Cortez, Ralph Rieger, Cindy Chapman, Ronald Plotkin

Staff members present: Xavier Herrera, Alan Bernstein, Cosme Garcia, Victor Beserra Public present: Barbara Hite – District K, Cynthia Arellano – SNR Creative, Sylvester Reeder III – Houston One Voice, Dale Anzalone – Flock, Aimee Turney – Office of Texas Rep. Gene Wu

Executive Director Xavier Herrera called the meeting to order at 10:05 AM, and the committee meeting adjourned at 11:08 AM.

4. District Updates & Recommendations

a. Development Properties

i. Ruffino Hills Redevelopment

1. Mr. Reeder advised that Kinder Institute release an article in their news letter regarding Ruffino Hills. Mr. Reeder advised that Houston One Voice will be applying for a brownfield grant to conduct a value performer study and will enter a competition for a resiliency award. Additionally, Mr. Reeder may ask BOMD for support funding to conduct the value performer study. Committee Chair Cortez requested that Mr. Reeder keep the committee updated and to think about providing a support funding request figure for budgeting purposes.

b. Branding – SNR Creative

i. Ms. Arellano advised that SNR will begin planning and provide deliverables and proposed collateral at the next committee meeting for task order 3.

c. Permits & Platting

1. Permits

a. Executive Director Herrera reported the number of residential and commercial permits for the month of January. Detailed report available in committee packet. Committee Chair Cortez requested that a year look-back of permits be provided.

2. Platting

a. Executive Director Herrera reported the platting activity for the month of January. Detailed report available in committee packet.

d. Business PIP

i. Committee Chair Cortez advised business PIP details will be given next month. 

e. Business Incentives Program

i. Executive Director Herrera will propose a business to recognize at the next meeting. 

5. Discuss Flock Camera System

a. The committee was presented with two options for flock cameras; 10 cameras and 20 cameras. Chairman Rieger inquired if CoH has allocated funding for Flock cameras in BOMD. Committee Chair Cortez advised that CoH has not; Mr. Beserra advised that HPD has recommended the funding be used to place cameras in high crime areas of which BOMD is not one.

b. Director Cortez requested new estimates be submitted for a 1-year term.

c. Chairman Rieger inquired if BOMD could use existing traffic cameras. Mr. Anzalone advised that in most cases it would be cost prohibitive.

d. BOMD staff to send Mr. Beserra latest district boundary.

e. The committee requested to have proposals and a plan for implementation before submitting to the board for consideration. Mr. Beserra recommends HPD address the committee regarding Flock and strategy at the next committee meeting.

f. Mr. Anzalone advised that base price of Flock will increase by 20% effective April 01, 2023. 6. Adjourn
