The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference at 11:30 am.

District Board and Committee members present: Ralph Rieger, Ronald Plotkin, Steve Moore, Sheri Cortez, Brendon Herndon, Sylvia Rivas

Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra

Public safety present: Commander Christopher Hassig – HPD, Commander Adiran Rodriguez – HPD, Kelvis Woods – HPD, Lt. Kirby Fehr – HPD, Mike Laster - HCAO

Public present: Tina DeFiore – HAA, Barbara Hite – District K, Stephen Polnaszek – Neighborhoods to Trails

Committee Chair Xavier Herrera called the meeting to order at 11:35 pm, and the committee meeting adjourned at 12:13pm.

THE COMMITTEE CONSIDERED THE FOLLOWING:

1. Public Comment

a. Cortez on behalf HCDAO, child neglect PSAs have been sent to all the management districts in partnership with HPD’s human trafficking initiative. Requesting to share via social media platforms.

a. Committee meeting minutes submitted for reference and review.

3. Report from HPD (S. Gessner & Southwest) for month of December

a. Southwest

i. Commander Hassig reported, YTD violent crimes down 4.1%. December Violent Crime Stats: Murder – 0, Sexual Assault – 1, Robbery – 8, Aggravated Assault – 13. YTD Non-violent crimes down 20.2%. December Non-Violent Crime Stats: Burglary Habitation – 10, Burglary Building – 7, Burglary Motor Vehicle – 22, Theft (Except BMV / Auto) – 32, Auto Theft – 10. Comparing November to December 2021: Violent crimes were down 64.5% and Non-violent crimes were down 22.9%. Down in all categories except for burglaries to buildings. District 15 crime heat map of 15E10 and 15E20 stays the same month to month with activity in the following areas: Meyerland Plaza, apartments around Nob Hill, and the Gasmer area.

ii. Moore requested that HPD heat maps be adjusted for population density on an annual basis, if possible. Commander Hassig will explore the possibility.

iii. Plotkin requested for Commander Hassig to report on what other sources of overtime funding is available. Commander Hassig reported District C has provided about $25,000 in funds of which about $9,000 has been utilized to increase the bike patrol presence, increase in moving and non-moving citations, and soon to add more undercover operations.

b. S. Gessner

i. Commander Rodriguez reported, YTD violent crimes down 10.3 %. December Violent Crime Stats: Murder – 1, Sexual Assault – 3, Robbery – 31 , Aggravated Assault – 63 . YTD Non-violent crimes down 12.9%. December Non-Violent Crime Stats: Burglary Habitation – 26 , Burglary Building – 12, Burglary Motor Vehicle – 64 , Theft (Except BMV / Auto) – 67, Auto Theft – 31. Comparing November to December 2021: Violent crimes were down 18.8% and Non-violent crimes were down 24.8%. Presented District 17 crime heat map of 17E20, 17E30, and 17E40. YTD 13.8% decrease in burglary of motor vehicles, 8.5% decrease in burglary of buildings, 10.1% decrease in aggravated assaults, 11.6% decrease in robberies, 55.2% decrease in murders. Reviewed December cases: murders – 1, DWI accidents – 3, DWI calls for service – 15.

c. Bike & DRT

i. Officer Woods reports on December activities: 2021 toy drive at Gulfton storefront, Christmas PIP at India House, working on encampment under the tollway, patrol Keegans Bayou trail, working on parking complaints, crime prevention presentations and safety presentations for businesses and apartment complexes, gift wrap with a local school.

d. Crime Initiative Overtime Program

i. Lt. Fehr presents: land use maps, YTD crimes map by beat, last 28 days of violent crimes map, last 28 days of non-violent crimes map. December productivity and arrests withing the program: total officer hours - $6,153.50, total Sgt. Hours - $836.00. Drugs: marijuana – 75.31 GMs, THC liquid – 36.11 GMs, methamphetamine – 3.80 GMs, cocaine – 2.48 GMs, crack – 0.92 GMs, Xanax 0.40 GMs. Arrests and productivity continued: felony – 6, felony warrants – 1, misdemeanor arrests – 3, misdemeanor warrants – 4, weapons – 3. BOMD Budget Tracking FY 2022: balance remaining - $108,344.08. Reviewed specific arrest details which are available in committee packet.

4. Report from Harris County Attorney

a. Laster reports HCAO is continuing to work on the Braeswood store location issue, office is researching calls for service at the location. Preparing a communication for the owner in the near term. Should have a more substantive in February. Ongoing conversations with BOMD regarding other locations that HCAO needs to open cases for. Regarding non trespass affidavit renewals, HCAO doesn’t have insight where the requirement for annual renewal came from. Will reach out to the City Attorney’s Office for more information. Laster to follow up with Herrera regarding Carwash at 7423 Bissonnet.

5. Discussion & Recommendations

a. “If You See Something, Say Something” Awareness Campaign

i. Herrera reported that BOMD is continuing to work with Alan Bernstein on the campaign.

b. December Graffiti & Light Outage Report

i. Herrera reported 30 lights were reported to CenterPoint for the month of December.

ii. Herrera reported a total of 29 graffiti abatements for the month of December and a total of 314 for the year of 2021.
