MEMBERS OF THE BOARD PRESENT: Sarah Benavides, Augustus Campbell, Chris Canonico, Pete Cite, Steve Gillett, Don Johnson, William Latimer, Shannon Lucas, Katherine Mears, Lindy Murff, Alan Petrov, Melinda Salazar, Kyle Sears, Shaun Theriot-Smith
MEMBERS OF THE BOARD ABSENT: Rosa Alvarez, Emily Anderson, Susan Baird, Ken Keller, Kathy Rogers
PRESIDING: Alan Petrov, Chairman
1. CALL TO ORDER OF THE REGULAR BOARD MEETING. Chairman Petrov called the regular meeting of the Board of Directors to order at 10:05 a.m. and noted the presence of a quorum. The Pledge of Allegiance was recited.
2. ACCEPT COMMENTS FROM MEMBERS OF THE PUBLIC. None.
3. APPROVALOFTHEMINUTESOFTHEREGULARBOARDMEETINGOF
DECEMBER 8, 2021. Mr. Latimer moved that the minutes of the regular meeting of December 8, 2021, be approved; it was seconded by Mr. Murff. Chairman Petrov put the question, and after the vote, announced the motion carried. None opposed.
4. HEARING EXAMINERS REPORT. Ms. Helen Stewart Truscott presented the Hearing Examiner's Report for December 2021, including the testimony and findings for 5-B Venture and Carlos R. Ordonez. Ms. Mears moved to accept the Hearing Examiner's recommendations, as amended; it was seconded by Mr. Latimer. Chairman Petrov called for abstentions. Mr. Murff abstained from Bill Murff Turf Farms, Inc., Bill Murff, Lindall Murff, and Scott Murff. Chairman Petrov put the question, and after the vote, announced the motion carried. None opposed. Ms. Baird and Ms. Alvarez are present.
5. EMERGENCY PERMITS. The Board considered the General Manager's action in granting emergency permits to The Fierro Group, Frontier Communications, KEM Group, David Klien, and Phu Van Monastery, Inc. There were no motions to review the actions of the General Manager.
6. RECEIVEBRIEFINGFROMSTAFFONTHESTATUSOFTHEJOINTREGULATORY
PLAN. Dr. Petersen briefed the Board on the status of the Joint Regulatory Plan Review. The JRPR Stakeholder's meeting was held on Tuesday, December 14 at 2:00 p.m. The u.s. Geological Survey preliminary Groundwater Flow and Subsidence Model was presented at the meeting.
7. GENERAL MANAGER'S REPORT. Mr. Turco submitted the General Manager's Report. (The General Manager's Report is in full in the official records of the Harris-Galveston Subsidence District as part of the Board's Agenda Packet for this meeting.)
8. LEGAL MATTERS. Mr. Ellis updated the Board on recent litigation on groundwater issues.
9. EXECUTIVE SESSION. None.
