Congressman Morgan Luttrell (R-TX) released a statement following the U.S. House of Representatives' passage of S. 1071, which includes the National Defense Authorization Act (NDAA) for Fiscal Year 2026.
“This year’s NDAA reaffirms America’s commitment to peace through strength while delivering critical support for our servicemembers and veterans. The legislation authorizes vital funding for TBI research and advances our hypersonic capabilities. As a member of the House Armed Services Committee, I am proud to see this bipartisan bill’s final passage in the House,” Luttrell stated.
The NDAA is annual legislation that sets policies and funding levels for the Department of Defense and other national security agencies.
Luttrell contributed over 40 provisions to this year's NDAA. These include measures to strengthen cybersecurity, artificial intelligence, and technology tools within the Department of Defense; authorization of funds for traumatic brain injury (TBI) research and clinical trials; support for training, health, and well-being programs for service members; approval of increased development funding for hypersonics—an area also supported by previous legislation he worked on—and support for related research activities in Texas. Additional provisions aim to prevent deactivation of the 1-158th Army Reserve unit in Conroe without an adequate continuity plan, as well as language promoting domestic production of critical minerals to reduce reliance on China.
The FY26 NDAA also includes a 3.8% pay raise for service members, codifies all or parts of 15 Executive Orders from President Trump—including one focused on energy independence and nuclear power technologies—authorizes full funding for border security efforts under the Department of Homeland Security, fully funds the Golden Dome system identified as a priority by President Trump, and supports initiatives to revitalize American shipbuilding.
Morgan Luttrell has represented Texas' 8th Congressional District since defeating Laura Jones in both the 2022 general election with about 68% of the vote and again in 2024 with a similar margin.
