Governor Greg Abbott has appointed Cliff Todd as president of the Sabine River Authority Board of Directors. In addition, Abbott reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board for terms to be determined by law. The Sabine River Authority is responsible for managing the storm and flood waters of the Sabine River and its tributaries.
Cliff Todd, from Long Branch, manages farm and ranch assets in Panola County and serves as Executive Vice President at Topcat Companies in Longview. He is a member of the Society of Petroleum Engineers and serves on the board of UT Health Carthage. Todd also acts as commissioner with the Panola County Emergency Services District. He has previously been involved with Rotary Clubs in Austin and Carthage, is a deacon at Central Baptist Church of Carthage, and teaches adult Sunday school classes. Todd holds a Bachelor of Science in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney lives in Marshall and owns Abney Valuation Group, PLLC. He is affiliated with the Appraisal Institute and its National Government Relations Committee. Abney participates on the investment committee for CASA Tri-County Board, serves on the Pelz Family Foundation board, and volunteers at First Methodist Church – Marshall. He earned a Bachelor of Business Administration in Accounting from Baylor University.
Joshua A. “Josh” McAdams resides in Center where he owns Midstream Transportation and is vice president at McAdams Propane Company. He is president-elect of the Texas Propane Gas Association and belongs to the National Propane Gas Association. McAdams also leads Shelby County Children’s Advocacy Center as president, participates with Shelby County Cookers, and sits on Houston Livestock Show and Rodeo’s Area Go Texan Committee. He received his Bachelor of Business Administration in management from Texas A&M University.
Kevin M. Williams is based in Orange where he owns Cypress Bayou Industrial. Williams sits on First Financial Bank’s board and participates with Rotary District as well as Associated Builders & Contractors. He also attends Faith United Methodist Church and Krewe De Bon Amis events. Williams graduated from Texas A&M University with a Bachelor of Science in economics.
