a. The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing Substantial Amendments to the Community Development Block Grant (CDBG) budget in the 2024 Annual Action Plan and the HOME Investment Partnership (HOME) budgets in the 2020, 2021, 2022, and 2023 Annual Action Plans. (All Districts)
b. HCD recommends Council approval of an Ordinance authorizing a Fifth Amendment between the City of Houston (City) and the Texas General Land Office (GLO) to the Community Development Block Grant Disaster Recovery Harvey (CDBG-DR17) Subrecipient Agreement (21-134-000-C788). This Amendment will not result in changes to the funding. (All Districts)

III. Public Services
HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston (City) and Allies in Hope (Allies), providing up to $1,578,606.86 in Housing Opportunities for Persons with AIDS (HOPWA) funds, to operate and maintain three separate multi-unit permanent residential facilities with supportive services and provide Tenant-Based Rental Assistance benefiting a minimum of 84 low-income households affected or living with HIV/AIDS. (Districts: C, H & I)

IV. Multifamily
HCD recommends adoption of a Resolution approving the assignment of private activity bond issuance authority by Houston Housing Finance Corporation (“Corporation”) to the Texas Department of Housing and Community Affairs (“TDHCA”) to issue Single Family Mortgage Revenue Bonds in partnership with Housing Finance Corporations (“HFC’s”) for the purpose of leveraging below-market interest rate loans to low-to moderate-income first-time homebuyers and veterans. (All Districts)

V. Public Facilities
HCD recommends Council approval of an Ordinance authorizing a Fourth Amendment to extend the Agreement between the City of Houston (City) and Houston Business Development, Inc. (HBDi) for the Bethune Empowerment Center’s Phase II Renovation, Operations and Management Agreement (ROMA) from December 31, 2025 to March 31, 2026. No additional funds will be provided as a result of this proposed Fourth Amendment. (All Districts)

VI. Finance
a. HCD recommends Council approval of an Ordinance appropriating $16,551,274.51 in TIRZ Affordable Housing Funds for single-family, multifamily, disaster recovery activities, and administrative funds to administer HCD’s affordable home activities. For direct program activities, specific contracts will be brought to Council for allocation in accordance with local procurement rules. (All Districts)
b. HCD recommends Council approval of an Ordinance approving the creation of a special revenue fund, the TIRZ Public Facilities Fund (“The Fund”), with zero beginning fund balance. The creation of this fund is necessary to generate revenue from various sources and support the City's initiative to maintain and operate public facilities. (All Districts)
