Governor Abbott reappoints five members to industrialized building code council

Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council. The appointees—Devin Duvak, Otis Jones, Jr., Binoy Kurien, Scott A. McDonald, and Stephen Shang—will serve terms ending on February 1, 2027. The Council is responsible for overseeing the state program that regulates industrialized housing and buildings.

Devin Duvak of Burleson is vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is involved with several professional organizations including the International Code Council, National Fire Protection Association, and the Modular Building Institute (MBI) Government Affairs Committee. He is also a former president of the MBI and holds a Bachelor of Science in Engineering Technology from West Texas A&M University.

Otis Jones, Jr., based in Houston, works as a regional manager at LJB Inc. He has served as chapter president for the National Society of Black Engineers and is a member of both the American Society of Civil Engineers and the Structural Engineering Association of Texas. Jones graduated with a Bachelor of Science in Civil Engineering from Texas A&M University and holds professional engineering licenses in multiple states.

Binoy Kurien from Pearland is code compliance manager at Powell Electrical Systems in Houston. He serves on the board of Hebron Church in Houston and has over three decades of experience in the power distribution industry after studying electrical engineering at the University of Houston.

Scott McDonald lives in Willow Park and is director of development services for Denton. He belongs to both the Texas Chapter of American Planning Association and Building Officials Association of Texas, and previously served on the board for the National Institute of Building Sciences. McDonald earned his degrees from Wayland Baptist University—a Bachelor’s in Business Administration and a Master’s in Public Administration—and is an Army veteran.

Stephen Shang resides in Austin where he leads Falcon Structures as chief executive officer. His affiliations include membership in MBI, National Portable Storage Association, Young Presidents’ Organization, as well as serving on The University of Texas College of Engineering Advisory Council. Shang received his Bachelor’s degree in Electrical Engineering from UT Austin and completed an entrepreneurial master’s program at Massachusetts Institute of Technology.
