De La Cruz pushes for withholding aid to Mexico over water treaty compliance

Congresswoman Monica De La Cruz (TX-15) announced that language she requested to increase accountability for the Mexican government was included in the Fiscal Year 2026 National Security, Department of State, and Related Programs Appropriations legislation.

“For decades, the Government of Mexico has refused to comply with the 1944 Water Treaty without consequences. By including key language in the FY26 Appropriations legislation, we are ensuring the Mexican government does not receive American taxpayer dollars until they are in compliance with their obligated water deliveries," said Congresswoman Monica De La Cruz.

Earlier this year, De La Cruz sent a letter to the House Appropriations Committee's National Security, Department of State, and Related Programs Subcommittee Chairman Mario Diaz-Balart requesting specific language. The measure would withhold federal assistance from Mexico until the Secretary of State certifies to Congress that Mexico has fulfilled its water delivery obligations under the 1944 Water Treaty.

Monica De La Cruz is currently serving in the U.S. Congress representing Texas’ 15th district. She assumed office in 2023 after replacing Vicente Gonzalez. In recent elections, De La Cruz defeated Michelle Vallejo in both 2022 and 2024 general elections.
