Governor Abbott announces appointments to Lower Neches Valley Authority Board

Governor Greg Abbott has reappointed three members to the Lower Neches Valley Authority (LNVA) Board of Directors. James M. Scott will continue his service with a term ending July 28, 2027. Steven R. “Steve” Lucas and Charles “Caleb” Spurlock, D.D.S., have been reappointed for terms expiring on July 28, 2029. Governor Abbott also named Spurlock as president of the board.

The LNVA is responsible for managing and utilizing the waters of the Neches River and its tributaries, including storm and flood waters. The authority oversees water storage, control, conservation, and distribution for irrigation, domestic, industrial, municipal uses, and hydroelectric power generation. It may also support economic development programs in areas it serves to strengthen local economies.

James M. Scott from Beaumont serves as President Construction and Development at Trans-Global Solutions, Inc. He is a former chairman of the Jefferson and Orange County Board of Pilot Commissioners and currently chairs the Baytown Chamber of Commerce. Scott is involved with professional organizations such as the American Railway Engineering and Maintenance-of-Way Association and National Railroad Construction and Maintenance Association. He also acts as vice president of the Gay D. & William F. Scott Foundation, is a member of St. Anthony Cathedral, and treasurer for the Baytown - West Chambers County Economic Development Foundation.

Steven R. “Steve” Lucas from Beaumont holds positions as executive vice president and regional president at Stellar Bank. His past roles include serving as treasurer for the Rotary Club of Beaumont; board member and president/chairman at United Way of Beaumont; Lay Leader at Wesley United Methodist Church; president of the Beaumont Public Schools Foundation Board; and school business partnership volunteer with Beaumont Independent School District.

Charles “Caleb” Spurlock, D.D.S., based in Woodville, owns C. Caleb Spurlock DDS PLLC dental practice. He belongs to several professional dental associations including national, state-level groups and local societies in Southeast Texas. Spurlock is a past president of the Woodville Lions Club and previously served on Woodville’s city council.

Scott earned his Bachelor’s degree from Southern Methodist University; Lucas graduated from Lamar University with a Bachelor’s degree in Business Administration; Spurlock attended Texas A&M University and Lamar University before receiving his Doctorate in Dental Surgery from The University of Texas School of Dentistry at Houston.
