The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on August 06, 2025, at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez, Steve Moore, Jodi Hamilton, Sylvia Rivas, Cindy Chapman

Staff members present: Josh Hawes, Cosme Garcia

Public safety present: Cpt. Lee Donovan, Cpt. Dale, Lt. Manfre – HPD, Sgt. Jose Juaez – HPD, Mike Laster – HCAO, Lt. Richard Pietruszynski– HPD

Public present: Brenda Jackson, Stephen Polnaszek, Doug Phillips, Aimee Mobley Turney – Office of Gene Wu, Tina DeFiore - HAA

Executive Director Andrea Duhon called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:23 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

a. No public comment.

3. Minutes of 06/04/25 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Receive RCR Report

a. Ms. DeFiore reviewed the RCR report and answered questions from the cmte. and discussed Westbury Reserve property.

5. Report from HPD (S. Gessner & Southwest) for the month of May.

a. Southwest

i. Lt. Manfre presented District 15 stats and answered questions from the cmte. A detailed report is available in the cmte. packet.

b. S. Gessner

i. Lt. Pietruszynski presented District 17 stats and answered questions from the cmte. A detailed report is available in the cmte. packet.

c. Bike & DRT

i. Sgt. Juarez presented the DRT report.

ii. Sgt. Juarez answered questions from Mr. Phillips regarding issuing citations.

6. Receive report on HPD Overtime Program

a. Lt. Pietruszynski reviewed the DRT overtime activity and answered questions from the cmte.

b. Executive Director Hawes reviewed overtime funds request for DRT.

c. Lt. Pietruszynski reviewed overtime funds request for targeted initiatives in the amount of $60,000.00.

i. Crime suppression team would start as soon as possible until funds run out. 1. Targeted locations may change weekly according to new analysis.

ii. Calls for service would run for 3 months, almost to the end of the year.

iii. A majority of cmte. members agreed to recommend the request for targeted overtime initiative funds to the board.

7. Brays Oaks MD National Night Out

a. Executive Director Hawes reviewed estimates for equipment rental with the cmte. The cmte. agreed to forward the CLC Rentals agreement to the board.

8. Receive HPD report from HFD.

a. No update.

9. Receive report from Harris County Attorney’s Office

a. Mr. Laster gave an update on the issues and actions taken in Brays Oaks MD.

b. Mr. Laster also addressed the renewal of the ILA between Harris County and Brays Oaks MD.

10. Update from the Harris County District Attorney’s Office

a. Ms. Cortez updated the cmte. on the DA’s outreach and domestic violence awareness campaign.

11. Discussion & Recommendations

a. July Graffiti & Light Outage Report

i. Graffiti

1. Executive Director Hawes reviewed the Graffiti report with the cmte.

ii. Light Outage Report

1. No update.

COMMITTEE RECOMMENDATIONS:

• The committee agreed to forward the distribution of budgeted DRT overtime funds to HPD to the board.

• The committee agreed to forward the request from HPD for additional funds for targeted initiatives in the district to the board.

• The committee agreed to forward CLC Rentals estimate for equipment rental for National Night Out to the board.

• The committee agreed to forward the renewal of an ILA agreement for nuisance abatement services to the board.
