The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on August 07, 2025, at 2:00 PM.
District Board and Committee members present: Cindy Chapman, Ralph Rieger, Sylvia Rivas Staff members present: Josh Hawes, Cosme Garcia
Public present: Sonia Chavez – SMC Landscape Services, Evan Rodriguez – SMC Landscape Services, Stephen Polnaszek – NTT, Brenda Jackson, Naomi Ostfeld, Jeanie Spriggs, Holly Gambini – AZPW, Martin Chavez – SMC Landscape Services
Committee Chair Cindy Chapman called the meeting to order at 2:01 PM, and the committee meeting adjourned at 2:39 PM.

3. Minutes of 06/05/25 B&UD Committee Meeting
a. Committee meeting minutes were submitted for reference and review.
4. Receive a report on landscaping and porter services from SMC Landscaping Services for the month of July, and proposals for recommendation to BOMD Board for consideration.
a. Landscape Services
i. Ms. Chavez presented the landscape report for the month of July. Full report available in the cmte. packet.
b. Porter Services - SMC Landscape Services
i. Ms. Chavez presented the litter abatement services report for the month of July. Full report available in cmte. packet.
ii. Cmte. Chair Chapman mentioned the district should do a story on its efforts to keep the area clean.
5. Field Service Operator Report
a. Mr. Rodriguez presented the FSO report and answered questions from the committee. The detailed report is available in the committee packet.
6. Discussion, Updates and Recommendations
a. Parks & Facilities in BOMD
i. Cmte. Chair Chapman advised that a comment was made on social media about Don Greene nature park at 6009 Cypress. Citizen complaint regarding how much has been cleared out.
ii. Cmte. Chair Chapman mentioned that part of Marian Park has been converted into a sunrise center for HISD.
b. Willow Waterhole Greenway Conservancy
i. No update.
c. Pedestrian Bridges and Trails
i. Executive Director Hawes advised that the infrastructure committee is discussing enhancements to the Spellman Detention Project. Additionally, the infrastructure committee is exploring the possibility of adding a neighborhood connector trail in Northfield.
ii. Cmte. Chair Chapman inquired if the Fondren Rd. Engage Houston meeting discussed the existing dangerous pedestrian areas. Director of Services Garcia advised the engagement team did not discuss any pedestrian issues regarding vision zero or make any mention of the high injury network. Additionally, a design has not been presented. Ms. Rogers advised that the project has been sitting at 30% progress.
iii. Mr. Polnaszek advised that HPB will build a pedestrian bridge west of Gessner parallel to the Gessner bridge. Design will start in 2027.
d. W. Bellfort Esplanades
i. Ms. Rogers advised the drawings are complete and are ready for bidding. Ms. Rogers gave some options for advertising.
ii. Executive Director Hawes recommended the district use CIVCAST for advertising. Cmte. Chair Chapman agreed.
iii. Mr. Mauer advised they can create the entire bid package if needed. Executive Director Hawes advised once the bid package is complete staff will review before submission.
iv. Mr. Mauer advised that they are planning on taking a look at the Spellman Basin in two weeks. Cmte. Chair Chapman requested to be invited.
