A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, July 22, 2025, Mayor John Whitmire presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Fred Flickinger, Tiffany D. Thomas, Mary Nan Huffman, Edward Pollard, Martha Castex-Tatum, Julian Ramirez, Willie Davis, Twila Carter and Sallie Alcorn; Randy Zamora, First Assistant City Attorney, and Marta Crinejo, Agenda Director, present. At 1:52 p.m., Mayor Whitmire called the meeting to order and requested Mayor Pro Tem Castex-Tatum to preside. Mayor Pro Tem Castex-Tatum recognized Council Member Huffman for a proclamation.
Council Member Huffman presented a proclamation recognizing Lily’s Toy Box for uplifting children through generosity.
Council Member Kamin presented a proclamation to the Mayor’s Office for People with Disabilities honoring the 35th Anniversary of the Americans with Disabilities Act.
At 2:07 p.m., Mayor Whitmire recognized Council Member Plummer for the Invocation. Council Member Plummer invited Pastor John White (Wesley AME Church) for the Invocation after which she led the Pledge of Allegiance.

ORDINANCE approving and authorizing submission of the Action Plan for Disaster Recovery - 2024 Derecho and Hurricane Beryl to the UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, including a Community Development Block Grant - Disaster Recovery 2024 Application and Budget for the Community Development Block Grant - Disaster Recovery 2024 Grant in the amount of $314,645,000.00; to accept Funds from the aforementioned Grant, if awarded - was presented, Mayor Whitmire recognized Council Member Thomas for her written amendment.
Council Member Thomas presented a written amendment as follows:
“Increase the City’s housing allocation from $50 million from the CDBG-DR24 disaster recovery funds. This amendment would reallocate $50 million from the $151,291,150 million for Power Generation and Resiliency and move to the Housing Programs. This will bring the total amount for Housing Programs to $100 million.”
After a lengthy discussion, Council Member Plummer tagged Item 5 and Council Member Thomas’ written amendment.
12. ORDINANCE amending Ordinance No. 2021-746, as amended, to increase maximum contract amount for agreement between City of Houston and OVERDRIVE, INC for Digital Materials for the Houston Public Library - $12,000,000.00 - General Fund - was presented and Tagged by Council Member Ramirez.
13. ORDINANCE amending Ordinance No. 2020-0367 to increase maximum contract amount; approving and authorizing First Amendment to contract with GFL OF TEXAS, LP, for Facility Recycling Services for Various Departments - $3,124,744.00 - General and Enterprise Funds - was presented, all voting aye, nays none. ORDINANCE approving and authorizing Purchase and Sale Agreement between City of Houston, and CITY OF BELLAIRE, TEXAS for sale of approximately 4.544 acre tract of land, 6.537 acre tract of land, and 2.069 acre tract of land, all being out of 60.891 acre tract, in the J.D. Owens Survey, conveyed to the City of Houston by Frank K. Meyer by deed dated April 30, 1954, and recorded under Volume 2746, Page 619, in Harris County Deed Records, in exchange for conveyance to the City of Houston of a 76.084 acre tract of land, situated in the H.T. & B.R.R.
