3. Public Services Contracts (HCD)
a. The Housing and Community Development Department (HCD) recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and The Beacon of Downtown Houston, to provide up to $480,922.00 in Community Development Block Grant (CDBG) funds for Homeless Diversion Services consisting of case management and other diversion solutions to homeless households. (All Districts)
b. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and Northwest Assistance Ministries, providing up to $1,153,870.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) funding for a program that will serve approximately 75 households annually who are at risk of or experiencing homelessness. c. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and Wesley Community Center, providing up to $580,264.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Community Development Block Grant (CDBG) funding for a program that will serve approximately 75 individuals annually who are at risk for homelessness. d. HCD recommends Council approval of an Ordinance authorizing a Fourth Amendment to the Subrecipient Agreement between the City of Houston and The Salvation Army, extending the term of the Agreement and providing up to an additional $622,432.91 in Community Development Block Grant – CARES Act (CDBG-CV) funds to continue the provision of diversion, homeless prevention, and other services to a minimum of 775 households who are experiencing homelessness or are at-risk for immediate homelessness. e. HCD recommends Council approval of an Ordinance authorizing a Second Amendment to the Subrecipient Agreement between the City of Houston and Covenant House Texas, providing up to an additional $200,000.00 in FY2025 Homeless Housing and Services Program – Youth (HHSP-Y) funds for the continued operation of a Youth Homeless Program. (All Districts)
f. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and Healthcare for the Homeless - Houston, providing up to $700,000.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Community Development Block Grant (CDBG) funding for a program that will serve approximately 200 individuals annually. g. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and Bread of Life, Inc., providing up to $901,290.00 in Housing Opportunities for Persons with AIDS (HOPWA) funds to provide: (1) Tenant-Based Rental Assistance (TBRA); (2) Short-Term Rent, Mortgage, and Utility Assistance (STRMU); (3) Permanent Housing Placement Services (PHPS); and (4) Supportive Services for 112 very-low income households in which one or more members are living with HIV/AIDS. h. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City of Houston and The Montrose Center, providing up to $1,791,845.00 in Housing Opportunities for Persons with AIDS (HOPWA) funds for a project that provides (1) Tenant-Based Rental Assistance (TBRA); (2) Short Term Rent, Mortgage, and Utility Assistance (STRMU); (3) Permanent Housing Placement Services (PHPS); and (4) Supportive Services to a minimum of 248 very-low income households living with HIV/AIDS.
