Governor Greg Abbott has announced the conclusion of the 89th Regular Legislative Session with a total of 1,155 bills signed into law and 28 bills vetoed. In addition, he revealed plans for a Special Session to commence on Monday, July 21, along with an initial agenda.
“Working with the Texas Legislature, we delivered results that will benefit Texans for generations to come,” Governor Abbott stated. He acknowledged the efforts of Lieutenant Governor Dan Patrick, Speaker Dustin Burrows, and both chambers of the Texas Legislature in passing critical legislation. “This session has seen monumental success, but there is more we can do,” he added.
The session resulted in all seven of Governor Abbott’s emergency items being passed and signed into law. These include property tax relief, generational investment in water, raising teacher pay, expanding career training opportunities, school choice initiatives, bail reform measures, and the creation of the Texas Cyber Command.
Governor Abbott also signed the 2026-2027 General Appropriations Act and a Supplemental Budget. For further consideration during the upcoming Special Session, several vetoed or unsigned bills have been identified:
- Senate Bill 3 addresses regulations related to hemp products.
- Senate Bill 648 pertains to recording requirements for certain real property instruments.
- Senate Bill 1253 involves impact and production fees for specific water projects.
- Senate Bill 1278 provides an affirmative defense for victims of trafficking or compelling prostitution.
- Senate Bill 1758 relates to cement kiln operations near semiconductor wafer manufacturing facilities.
- Senate Bill 2878 concerns judicial branch proceedings' operation and administration.
