Governor Greg Abbott has enacted three new laws aimed at providing substantial property tax relief for Texas residents. The signing took place at a ceremony held at Robson Ranch Clubhouse in Denton, where House Bill 9, Senate Bill 4, and Senate Bill 23 were officially made law.
“When I became Governor, the homestead exemption was $15,000,” stated Governor Abbott. “With Senate Bill 4, the homestead exemption is now $140,000, an almost 1,000% increase. Seniors’ homestead exemption now goes all the way up to $200,000. This session, we also spent $50 billion on property tax relief. This is truly unprecedented – no state in American history has devoted such a large percentage of their budget to tax relief.”
The event saw attendance from notable figures including Congressman Brandon Gill; Speaker Dustin Burrows; Senators Paul Bettencourt and Brian Birdwell among others; as well as local officials like Mayor Gerard Hudspeth and Denton County Commissioner Dianne Edmondson.
Addressing over 125 supporters and business leaders present at the ceremony, Governor Abbott emphasized that Texas imposes no income tax or capital gains tax. He clarified that while the state government does not levy property taxes on Texans—local governments do—the newly signed laws aim to reduce these burdens by decreasing property tax bills.
Governor Abbott expressed his commitment to further efforts in limiting local governments' capacity to increase property taxes for Texans. He highlighted specific provisions of each bill: House Bill 9 raises the business personal property tax exemption from $2,500 to $125,000; Senate Bill 4 increases the mandatory school district residence homestead exemption to $140,000; and Senate Bill 23 boosts this exemption for individuals over age 65 and those with disabilities to $200,000.
