III. Public Facilities

a. The Housing and Community Development Department (HCD), recommends Council approval of an Ordinance authorizing a Third Amendment to the Renovation, Operations and Management Agreement (ROMA) between the City of Houston (City) and Houston Business Development, Inc. (HBDI), to: (1) extend the Phase II Renovation Performance Period for the Bethune Empowerment Center from June 30, 2025 to October 31, 2025 and (2) amend the Construction Schedule in accordance with the extension. No additional funds. (District B)

IV. Multifamily

HCD recommends Council approval of a Resolution of No Objection for The Enclave at Katy, an affordable multifamily apartment community in Houston’s Extraterritorial Jurisdiction seeking 4% Housing Tax Credits (HTCs) from the Texas Department of Housing and Community Affairs. (ETJ)

V. Public Services

a. HCD recommends Council approval of an Ordinance authorizing a Second Amendment to an Agreement between the City and Catholic Charities of the Archdiocese of Galveston-Houston (Catholic Charities), extending the term of the Agreement and providing up to an additional $389,838.12 in Housing Opportunities for Persons with AIDS (HOPWA) funds for the continued provision of (1) Tenant-Based Rental Assistance (TBRA); (2) Short-Term Rent, Mortgage and Utility (STRMU) assistance; (3) Permanent Housing Placement (PHP) services, to 172 HOPWA eligible households living with HIV/AIDS. b. HCD recommends Council approval of an Ordinance authorizing the City to accept two grant awards from the Texas Department of Housing and Community Affairs (TDHCA) for a total of $1,619,037.00 in Fiscal Year (FY) 2026 Homeless Housing Services Program (HHSP) funds. This Ordinance further authorizes the Director of HCD to represent the City on behalf of the HHSP award and have signature authority to execute the contract and Amendments between the City and TDHCA for FY2026 HHSP funds. c. HCD recommends Council approval of an Ordinance authorizing a First Amendment to the Subrecipient Agreement between the City and SEARCH Homeless Services (SEARCH) to provide an additional $247,861.72 in Emergency Solutions Grant – Rapid Unsheltered Survivor Housing (ESG-RUSH), Emergency Solutions Grant (ESG), and Community Development Block Grant (CDBG) funds for the continued operation of a rapid re-housing case management and rental assistance program for an additional eight households. Through this program, a total of 48 households will be served. (District I)

d. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City and SEARCH Homeless Services (SEARCH), providing up to $391,776.00 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Ending Street Homelessness Fund 2012 dollars for a program providing street outreach, housing navigation services and more to approximately 500 unsheltered individuals during non-conventional work-day hours. e. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City and The Harris Center for Mental Health & IDD (The Harris Center), providing up to $948,841.34 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Ending Street Homelessness Fund 2012 funding for its Behavioral Health Response Team (BHRT), which will serve approximately 300 individuals annually with intensive clinical outreach, engagement, crisis intervention, specialized behavioral health support, and care coordination services. (All Districts)

f. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City and The Harris Center for Mental Health & IDD (The Harris Center), providing up to $2,647,392.77 in Ending Street Homelessness Fund 2012 funding for its Hospital to Home Main Street Expansion, which will serve approximately 120 individuals annually with psychiatric care, individualized treatment plans, and access to treatment beds in a safe environment for homeless individuals transitioning from an inpatient hospital setting to a community-based setting. (All Districts)

g. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City and Family Endeavors, Inc. (Endeavors), providing up to $7,495,014.05 in HOME Investment Partnerships Program – American Rescue Plan (HOME-ARP) and Ending Street Homelessness Fund 2012 funding for a program that will serve approximately 150 households with housing stability case management, housing navigation, other supportive services, utility deposits, and rental assistance payments for households placed in permanent housing units. (All Districts)

h. HCD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement between the City and the Houston Recovery Center, providing up to $941,864.51 in Ending Street Homelessness Fund 2012 funding for a program serving 525 homeless individuals with a targeted stay of 15-days or less with 24/7 operations of 30-beds at their current facility. Other supportive services include substance-use disorders and/or mental health needs, medical care, peer support specialists and case management. (All Districts)
