The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on May 07, 2025, at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez Staff members present: Josh Hawes, Cosme Garcia, Natali Hurtado

Public safety present: Cpt. Donovan, Sgt. Segura – HPD, Mike Laster – HCAO, Officer Thibeaux – HPD, Lt. Julie Manfre – HPD, Lt. Kenny Li – HPD

Public present: Brenda Jackson, Stephen Polnaszek, Doug Phillips

Executive Director Andrea Duhon called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:10 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

3. Minutes of 04/02/25 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Receive RCR Report

a. No update.

5. Report from HPD (S. Gessner & Southwest) for the month of April.

a. Southwest

i. Executive Director Hawes reviewed the report with the Cmte.

ii. Capt. Donovan provided context to the stats regarding jugging.

iii. Director Cortez advised it would be helpful to know when crimes are family violence or known individuals.

b. S. Gessner

i. Cpt. Donovan reported District 17 stats and answered questions from the cmte. A detailed report is available in the committee packet. He answered questions from the committee.

c. Bike & DRT

i. Officer Thibeaux and Sgt. Juarez provided the DRT report.

6. Receive report on HPD Overtime Program

a. Lt. Li reported the DRT overtime activity and answered questions from the cmte.

7. Receive HPD report from HFD.

a. Cpt. Moreno reported HFD activity in the district and answer questions from the cmte.

8. Receive report from Harris County Attorney’s Office

a. Mr. Laster gave an update on the issues and actions taken in Brays Oaks MD.

b. Cmte. Chair Turnbo inquired if the District can enter into a multi-year agreement. Mr. Laster will investigate the issue.

9. Update from the Harris County District Attorney’s Office

i. Ms. Cortez updated the cmte. on the DA’s outreach efforts and protective order program.

10. Discussion & Recommendations

a. April Graffiti & Light Outage Report

i. Graffiti

1. Director of Services Garcia reviewed the Graffiti report with the cmte.

ii. Light Outage Report

1. Director of Services Garcia reviewed the Graffiti report with the cmte.
