The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on April 02, 2025, at 11:30 am.

District Board and Committee members present: Ralph Rieger, Sheri Cortez

Staff members present: Josh Hawes, Cosme Garcia, Natali Hurtado

Public safety present: Cpt. Donovan, Sgt. Segura – HPD, Mike Laster – HCAO, Officer Thibeaux – HPD, Lt. Julie Manfre – HPD, Lt. Kenny Li – HPD

Public present: Brenda Jackson, Stephen Polnaszek, Doug Phillips, Tin DeFiore - HAA, Barbara Hite – District K, Gwen Smith-Johnson

Executive Director Andrea Duhon called the meeting to order at 11:30 AM, and the committee meeting adjourned at 11:58 PM.

3. Minutes of 03/05/25 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Receive RCR Report

a. Ms. DeFiore gave an update on the RCR report and answered questions from the cmte. The Ludington Apartments have changed ownership.

5. Report from HPD (S. Gessner & Southwest) for the month of March.

a. Southwest

i. Lt. Manfre reported District 15 stats. A detailed report is available in the committee packet. He answered questions from the committee.

b. S. Gessner

i. Cpt. Donovan reported District 17 stats and answered questions from the cmte.

A detailed report is available in the committee packet. He answered questions from the committee.

c. Bike & DRT

i. Officer Thibeaux provided the DRT report of activities.

6. Receive report on HPD Overtime Program

a. Lt. Li reported the DRT overtime activity and answered questions from the cmte.

7. Receive HPD report from HFD.

a. No update.

8. Receive report from Harris County Attorney’s Office

a. Mr. Laster gave an update on the issues and actions taken in Brays Oaks MD.

9. Update from the Harris County District Attorney’s Office

i. Ms. Cortez updated the cmte. on the DA’s outreach efforts and discussed the importance of reporting domestic violence.

10. Discussion & Recommendations

a. March Graffiti & Light Outage Report

i. Graffiti

1. Director of Services Garcia reviewed the Graffiti report with the cmte.

ii. Light Outage Report

1. No update.

11. Adjourn

COMMITTEE RECOMMENDATIONS:

• The committee recommends forwarding HPD disbursement of overtime funds to the board.
