The Brays Oaks Management District Infrastructure Committee held a meeting via Zoom video conference on March 06, 2025, at 3:30 PM.

District Board and Committee members present: Etan Mirwis, Ralph Rieger, Cindy Chapman, Sylvia Rivas, Jodi Hamilton

Staff members present: Josh Hawes, Cosme Garcia, Andrea Duhon

Public present: Michael Mauer – M2L, Stephen Polnaszek – NTT, Brenda Jackson, Taylor Risien – Gauge Engineering, Bert Ruiz, Andrew M.

Committee Chair Etan Mirwis called the meeting to order at 3:30 PM, and the committee meeting adjourned at 4:01 PM.

3. Minutes of 02/06/2025 Infrastructure Committee Meeting

a. Committee meeting minutes submitted for reference.

4. Updates & Recommendations

a. Fondren Rd. Project

i. Mr. Mauer gave an update and answered questions from the cmte. Traffic counts have been completed, and the team is waiting for the study to be made available so they can present their recommendations to the administration.

ii. Cmte. Chair Mirwis asked if the District had a meeting with the new the new and the Council member. Executive Director Hawes advised that we did meet with the new team and with Council Member Castex-Tatum.

iii. Cmte. Chair Mirwis advised that the District should request the traffic study.

b. Spellman Detention Project

i. No update.

c. West Bellfort Traffic Study

i. Mr. Risien advised they are waiting on final recommendations from CoH.

ii. Cmte. Chair Mirwis inquired into next steps if the City’s final recommendation is adding a signal to the intersection. Assuming the project would be funded by the city, what is the process and timeline? Additionally, he would like to have a representative from the City to advise the committee on the process.

iii. Director Rivas inquired if BOMD would be participating in the US90A transit study. She advised she would forward the invitation to Cmte. Chair Mirwis.

d. Northfield / Southmeadow Trail

i. Director of Service Hawes advised staff is working on scheduling a meeting with Houston Parks Board.

e. HCTRA Tollway to Trailways

i. No update.

5. Monitored Projects / No New Developments

a. Ruffino Detention Project

i. No update.

b. Spring Village Apartments Detention Project (11810 Chimney Rock)

i. No update.

c. Boardwalk Apartments Detention Project (9100 Fondren Rd.)
