Lawmakers introduce bill targeting vehicle tracking abuse against domestic violence survivors

Congressman Dan Crenshaw of Texas and Congresswoman Debbie Dingell of Michigan have introduced the Safe Vehicle Access for Survivors Act. This bipartisan legislation aims to protect survivors of domestic and sexual violence from being tracked through internet-connected vehicle services.

The increasing use of connected vehicle technology, which gathers extensive driver data, has created a loophole that abusers can exploit to monitor victims. Even with protective orders in place, survivors remain vulnerable as there is no clear process for revoking an abuser's access to these tracking features. The proposed bill seeks to establish a method for survivors to disable or terminate connected vehicle services that could be misused by abusers, ensuring safety without additional burdens.

“Survivors of abuse shouldn’t have to choose between their safety and their ability to drive a car,” stated Rep. Crenshaw. He emphasized the need for updated data privacy standards due to the increased volume of data collection. “Our bill makes sure survivors can cut off their abuser’s access to connected vehicle services, giving them the freedom to move without fear.”

Rep. Dingell highlighted the importance of adapting technology protections as cars become more connected: “I will work tirelessly with my colleagues in Congress and all stakeholders – including auto companies, law enforcement, survivor advocacy organizations, and technology companies – to protect and create a safer environment for survivors, free from abuse.”

Personal vehicles are crucial for many domestic violence survivors as they provide safety and independence necessary for escaping danger or maintaining employment. The Safe Vehicle Access for Survivors Act intends to ensure control over mobility without legal or bureaucratic challenges while preventing abusers from exploiting connected car features.
