The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on February 05, 2025, at 11:30 am.
District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez, Marsha Fisk
Staff members present: Josh Hawes, Cosme Garcia, Andrea Duhon
Public safety present: Cpt. Donovan, Sgt. Jose Juarez – HPD, Mike Laster – HCAO, Lt. Li – HPD, Lt. Manfre – HPD, Officer Meza – HPD, Beau Moreno – HFD, Officer Laura Elizondo – HPD
Public present: Brenda Jackson, Cynthia Demery, Stephen Polnaszek, Aimee Turney – Office of Gene Wu, Doug Phillips, Tin DeFiore, HAA
Committee Chair Starla Turnbo called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:20 PM.

2. Public Comment
a. Cpt. Moreno with HFD reported local fire station stats and gave a brief update.
3. Minutes of 01/08/25 Public Safety Committee Meeting
a. Committee meeting minutes provided for reference.
4. Receive RCR Report
a. Director of Services Garcia advised there were no changes to the RCR report.
5. Report from HPD (S. Gessner & Southwest) for the month of December.
a. Southwest
i. Lt. Manfre reported District 15 crime stats. A detailed report is available in the committee packet.
b. S. Gessner
i. Cpt. Donovan reported District 17 stats. A detailed report is available in the committee packet. He answered questions from the committee.
c. Bike & DRT
i. Officer Meza provided the DRT report of activities.
6. Discuss HPD request for support funding
a. Officer Elizondo reviewed the request with the cmte.
b. Executive Director Hawes advised staff will recommend to the board to make a line item in the budget for HPD community projects.
c. Directors, Moore, Chapman and Rivas agreed with the request.
7. Receive report on HPD Overtime Program
a. Lt. Li reported the DRT overtime activity. Cpt. Donovan advised that DRT and Crime suppression activities will ramp up.
8. Receive report from Harris County Attorney’s Office
a. Mr. Laster gave an update on the issues and actions taken in Brays Oaks MD.
9. Update from the Harris County District Attorney’s Office
i. No update.
10. Discussion & Recommendations
a. January Graffiti & Light Outage Report
i. Graffiti
1. Executive Director Duhon reviewed the Graffiti report with the cmte.
2. Mr. Phillips inquired into the gang graffiti.
3. Director Moore inquired into immigration enforcement.
4. Cpt. Donovan answered questions from the cmte.
ii. Light Outage Report
1. No update.
