Governor Abbott appoints new members to disabilities committee

Governor Greg Abbott has announced appointments to the Governor’s Committee on People with Disabilities. Juan Carlos Lopez was appointed for a term ending February 1, 2026. Chelsea Elliott, Ronald Browning, and Lisa Treleaven, Ed.D., were appointed, while Ellen M. Bauman, Neva Fairchild, and Kristie Orr, Ph.D., were reappointed for terms ending February 1, 2027. Additionally, Ellen Bauman has been named as chair of the committee.

The committee's responsibilities include recommending changes in disability policies and programs, supporting a network of committees on people with disabilities, issuing awards to promote awareness, and promoting compliance with disability-related laws.

Juan Lopez from Edinburg is involved with the Valley Association for Independent Living. His previous roles include support member and translator for the Texas Civil Rights Project and paralegal at Texas Rio Grande Legal Aid.

Chelsea Elliott from Austin founded half Helen and serves as its executive director. She is affiliated with several organizations including the Austin Area Research Organization as a McBee Fellow. Her educational background includes a Bachelor of Arts in Communication from St. Edward's University.

Ronald “Ronnie” Browning from Spring is associated with Texas Advocates as a legacy board member. He volunteers for The Arc of Texas and Special Olympics among others.

Lisa Treleaven of Montgomery is a licensed counselor working in education and mental health fields. She volunteers as a parent mentor for Texas Parent to Parent and advises families at Texas Children’s Hospital.

Ellen M. Bauman from Joshua has been part of the Governor’s Committee since 2018. Her involvement extends to various organizations such as The Arc of DFW Area where she served as past president.

Neva Fairchild from Flower Mound owns Experts On Blindness with over three decades in blindness services. Her roles include presidency at Braille Revival League of Texas.

Kristie Orr from College Station directs disability resources at Texas A&M University and has held leadership positions within related professional associations.
