Brays Oaks Management District Public Safety Committee met Jan. 8.

Here are the minutes provided by the committee:

The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video  conference on January 08, 2025, at 11:30 am.  

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez, Marsha  Fisk 

Staff members present: Josh Hawes, Cosme Garcia, Andrea Duhon  

Public safety present: Cmdr. Donovan, Cmdr. Dale, Sgt. Jose Juarez – HPD, Cawlyn Robinson –  HCAO, Sgt. Juarez – HPD  

Public present: Brenda Jackson, Cynthia Demery, Marcy Williams, Stephen Polnaszek, Aimee Turney –  Office of Gene Wu, Melvin Hopkins – District K 

Committee Chair Starla Turnbo called the meeting to order at 11:31 AM, and the committee meeting adjourned at 12:14 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment

a. No public comments.

3. Minutes of 11/06/24 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Receive RCR Report

a. Director of Services Garcia advised there were no changes to the RCR report. 

5. Report from HPD (S. Gessner & Southwest) for the month of December.

a. Southwest

i. Cmdr. Dale reported District 15 crime stats. A detailed report is available in the committee packet.

ii. Cmdr. Dale advised their DRT will be seeking funding and will submit a request in writing.

b. S. Gessner

i. Cmdr. Donovan gave a District 17 update; however, the release of stats is pending approval.

1. Director Cortez advised that the District would prefer to have stats that are specific for Brays Oaks and not by council district.

2. Chairman Rieger inquired into the increase it burglary of building stats. Cmdr. Donovan believes at least 20 storage units were broken into by the same group.

3. Chairman Rieger inquired if HPD will continue to provide heatmaps. Cmdr. Donovan advised clarification on the release of data to the public is needed.

c. Bike & DRT

i. Cmdr. Donovan and Officer Meza provided the DRT report of activities.

ii. Chairman Rieger inquired about homeless encampments. Sgt. Juarez advised HPD is in the process of having the area cleaned.

6. Receive report on HPD Overtime Program

a. Cmdr. Donovan advised extra marked units were in the district during the holidays. HPD has received the latest overtime check and is waiting for it to move through the HPD process.

7. Receive report from Harris County Attorney’s Office

a. Mr. Robinson gave an update on the issues and actions taken in Brays Oaks MD and advised HCAO will be conducting a strategy session with HPD for the upcoming calendar year.

8. Update from the Harris County District Attorney’s Office

i. Ms. Cortez gave an update on the changes at HCDA and advised new programs and partnerships are in the works.

9. Discussion & Recommendations

a. October Graffiti & Light Outage Report

i. Graffiti

1. Director of Services Garcia reviewed the report with the committee.

a. Director Cortez advised the community should report graffiti to the district.

i. Cmte. Chair Turnbo inquired if any members had ideas or a strategy to remind the public that the District conducts abatement. Director Cortez advised a PSA or flyer would be beneficial. Cmte. Chair Turnbo agreed. Staff will work on the details.

ii. Light Outage Report

1. Director of Services Garcia reviewed the report with the committee.

a. Cmte. Chair Turnbo asked if there’s a report of repaired streetlights.

i. Executive Director Duhon advised Gulfton MD studied the issue and concluded the majority of reported lights were repaired. Cmte. Chair Turnbo advised perhaps a quarterly trend report would be beneficial.
