Greater Southeast Management District Board of Directors met Nov. 13.

Here is the agenda provided by the board:

1. Determine quorum and call meeting to order.

2. Receive public comments. (A statement of no more than 3 minutes may be made on items of general relevance. There will be no yielding of time to another person. State law prohibits the Board Chair or members of the Board from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Law. Comments should be directed to the entire Board, not individual members. Engaging in verbal attacks or comments intended to insult, abuse, malign or slander any individual shall be cause for termination of time privileges.)

3. Receive presentation by Harris County Housing Authority: Southeast Transit Center Project

4. Receive General Manager’s Monthly Report

5. Approve Minutes from October 09, 2024, Board meetings.

6. District Administration:

a. Receive Assessment Collection Reports

b. Approve Hearing Examiner’s Report and Proposal for Decision on the public hearing held on October 30, 2024, to be presented to the Board of Directors of the Greater Southeast Management District;

c. Approve Order Supplementing the Assessment Roll for The Greater Southeast Management District and Levying Assessments Against the Property On The Supplemental Assessment Roll; and

d. Approve Order Setting the Rate of Assessment for All Properties on The District’s Assessment Roll for Year Five of the District’s Service Plan

7. Receive Updates and Recommendations from the Budget & Finance Committee:

a. Receive Financial Reports

b. Consider Recurring and Non-Recurring Expenses

c. Review of the Draft FY 2025 Budget based on 2019-2028 Service and Improvement Plan & Assessment Plan d. Request for Qualifications for Professional Accounting Services and authorize budget in a not-to-exceed amount

8. Receive Updates from the Governance Committee

9. Receive Updates and Recommendations from District Services and Improvements:

a. Enhanced Public Safety Services

i. Receive Enhanced Public Safety Coordinator Report

ii. Consider an Agreement between Assistant Chief Keith Seafous and the Greater Southeast Management District for Enhanced Public Safety Coordinator effective November 14, 2024, authorize budget in a not-to-exceed amount 

b. Environmental, Urban Design, and Visual Improvement Services

i. Consider Work Order for Phase 2 Banner District Program Implementation along Griggs Road and Martin Luther King Boulevard with Lone Star Banners and Flags and authorize budget in a not-to-exceed amount

ii. Consider Master Agreement with Smartscaping LLC for On-Call Heavy Trash Abatement and Emergency Services for Right-of-Way Maintenance and authorize budget in a not-to-exceed amount and

iii. Consider Request for Qualifications for a Licensed Arborist for the Tree Maintenance Program and authorize budget in a not-to-exceed amount

iv. Consider Request from Friends of Columbia Tap for Two (2) Year Tree Watering Project and authorize budget in a not-to-exceed amount

c. Transportation and Local Mobility Services

i. Consider Interlocal Agreement with the East Downtown Management District for the Columbia Tap Trail. and ii. Consider a Scope of Order for The Goodman Corporation for FY2025 Grant Administration, Management and Compliance, Program Coordination and Planning, Bus Shelter Improvements and Pursuit of Funding, authorize budget in a not-to-exceed amount and issue Notice to Proceed

d. Business & Economic Development Services

i. Consider State of the District, Date, Location and authorize budget in a not-to-exceed amount

ii. Consider a 6-month extension with Uber for the Rideshare Program and authorize budget in a not-to-exceed amount

iii. Consider sponsorship and recipient status of FY 25 Appropriations Funding for Ending Food Insecurity Initiative Food Distribution Center

iv. Consider Letter of Support for Houston Housing Authority Bernicia Place Development on Scottcrest 10. Next Meeting Date: Wednesday, December 11, 2024, location and time to-be-determined.
