The Brays Oaks Management District Infrastructure Committee held a meeting via Zoom video conference on October 10, 2024, at 3:30 PM.

Public present: Naomi Ostfeld, Bill Burhans – WWGC, Karen Rogers – M2L, Ronnie Plotkin, Stephen Polnaszek – Neighborhood to Trails, Gerda Gomez, Brenda Jackson, Mike Bercu – Houston One Voice, Skip Reeder – Houston One Voice, Eddie Espinosa
Committee Chair Etan Mirwis called the meeting to order at 3:30 PM, and the committee meeting adjourned at 3:59 PM.

3. Minutes of 9/05/2024 Infrastructure Committee Meeting
a. Committee meeting minutes submitted for reference.
4. Updates & Recommendations
a. Fondren Rd. Project
i. Ms. Rogers advised the committee that the project is out of review and a new traffic study will be conducted. She will continue to monitor the process.
ii. Committee Chair Mirwis inquired into the scope of the CDA. Ms. Rogers will present the scope of enhancements at the next committee meeting.
iii. Ms. Ostfeld advised that she was unaware of any traffic studies done in the past.
b. Ruffino Detention Project
i. No update.
c. Spellman Detention Project
i. Executive Director Hawes shared the construction design and gave an update on construction progress.
ii. Committee Chair Mirwis asked staff to come up with a list of possible project opportunities.
iii. Committee Chair Mirwis inquired into a HCFC presentation made a few years ago and would like to follow-up. Executive Director Hawes advised that staff would attempt to make contact with flood control.
d. Spring Village Apartments Detention Project (11810 Chimney Rock)
i. No update.
e. Boardwalk Apartments Detention Project (9100 Fondren Rd.)
i. No update.
f. West Bellfort Traffic Study
i. Mr. Risien advised the City returned a proposed design. Gauge has responded to the City’s proposed design and they still believe a traffic signal is needed.
g. Concerns regarding McGee Ln.
i. No update.
h. TIRZ 20 Update
i. No update.
