Brays Oaks Management District Beautification and Urban Design Committee met Oct. 2.

The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on October 02, 2024, at 2:00 PM.

District Board and Committee members present: Cindy Chapman, Ralph Rieger

Staff members present: Josh Hawes, Natali Hurtado, Cosme Garcia

Public present: Sonia Chavez – SMC Logistics, Stephen Polnaszek – Neighborhood to Trails, Erin Lewandowski – Price Wagener, Kate Brusegaard, Katherine Newton - WWGC, Bill Burhans - WWGC, Brenda Jackson, Susan Salahshoor

Committee Chair Cindy Chapman called the meeting to order at 2:01 PM, and the committee meeting adjourned at 2:37 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment

a. No public comments were received.

3. Minutes of 9/05/24 B&UD Committee Meeting

a. Committee meeting minutes were submitted for reference and review.

4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of September, and proposals for recommendation to BOMD Board for consideration.

a. Landscaping - Price Wagener

i. Ms. Lewandowski reviewed the report for Price Wagener for the month of September. Additionally, she reviewed two proposed task orders for esplanade visits.

b. Porter Services - SMC Logistics

i. Ms. Chavez presented the report for SMC Logistics for the month of September.

5. Field Service Operator Report

a. Ms. Chavez presented the FSO report. The detailed report is available in the committee packet.

6. Discussion, Updates and Recommendations

a. Parks & Facilities in BOMD

i. No update.

b. Willow Waterhole Greenway Conservancy

i. Mr. Burhans reviewed the conservancy’s request for additional mowing along S. Post Oak.

ii. Executive Director Hawes proposed the district conduct a one-time mowing to be completed in time for the Kidner’s visit. Cmte. Chair Chapman agreed.

iii. Cmte. Chair Chapman requested Price Wagener to work up a proposal to mow this area with options for frequency.

c. Mini Mural Update

i. Director of Services Garcia gave an update on the mini-mural approval process.

Staff is recommending painting a mini mural at Hillcroft and S. Braeswood.

d. Bissonnet Corridor Safe Streets Project

i. No update.

e. Esplanade Adoption and Maintenance

i. Executive Director Hawes advised M2L has not yes provided an designs.

ii. Executive Director Hawes reviewed the esplanade / broken curb findings with the cmte.

1. Chairman Rieger requested that staff report these areas to 311. Executive Director Hawes advised the request will be made to SMC.

f. Illegal Dumping Tools and Solutions

i. Executive Director Hawes advised that he is investigating estimates for cameras to spot illegal dumping activity.

ii. Executive Director Hawes advised that funds may be available through MPT Castex-Tatum’s office to reimburse for illegal dumping pickup.

COMMITTEE RECOMMENDATIONS:

• The committee recommended forwarding Price Wagner task orders for additional visits of esplanades and for new the adoption and maintenance of esplanades on Fondren between W. Airport to Highway 90 to the board for consideration.

• The committee recommended the approval of a one time mowing of S. Post Oak

• The committee recommended approval of painting a mini mural at S. Braeswood and Hillcroft.
