The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on October 02, 2024, at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Sheri Cortez, Marsha Fisk

Staff members present: Josh Hawes, Cosme Garcia, Natali Hurtado

Public safety present: Cmdr. Rubin, Lt. Manfre, Lt. Li – HPD, Sgt. Jose Juarez – HPD, Mike Laster – HCAO, Officer Michael – HPD, Officer OJ Thibeaux – HPD, Sgt. Segura – HPD, Sgt. Ramsey – HPD

Public present: Brenda Jackson, Tina DeFiore – HAA, Doug Phillips, Melvin Hopkins – District K

Committee Chair Starla Turnbo called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:33 PM.

a. No public comments received.

3. Minutes of 9/04/24 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Receive RCR Report

a. Ms. DeFiore gave an update on changes to the RCR report. She advised she will reach out to apartments that have had changes in ownership / management.

5. Report from HPD (S. Gessner & Southwest) for the month of September.

a. Southwest

i. Sgt. Ramsey reported District 15 crime stats. A detailed report is available in the committee packet.

ii. Chairman Rieger inquired if the old Nob Hill Apartments are included in District 15 stats. HPD will confirm and follow-up.

b. S. Gessner

i. Cmdr. Rubin reported District 17 crime stats. A detailed report is available in the committee packet.

c. Bike & DRT

i. Officer Michael provided the DRT report of activities.

ii. Sgt. Juarez advised the committee that they are working on ways to deter Sharpstown H.S. students from loitering at the strip center across the street.

iii. Cmdr. Rubin advised that HPD is working to bring multiple stakeholders together to discuss possible solutions.

iv. Mr. Phillips advised of an issue and was asked to send the complaint to the DRT email address.

v. Mrs. Jackson inquired into the game room activity reported recently. Sgt. Juarez advised that the investigation is being handled by federal law enforcement. He had no information to share.

vi. Cmte. Chair Turnbo inquired into recent mailbox break ins. Cmdr. Rubin advised she would follow-up with the HPD division that investigates these issues and asked that Cmte. Chair Turnbo send her the locations.

6. Receive report on HPD Overtime Program

a. Cmdr. Rubin reviewed overtime activities.

7. Receive report from Harris County Attorney’s Office

a. Mr. Laster updated the committee regarding ongoing Chapter 125 cases and investigations.

He advised the ILA between the County and BOMD was approved by Harris County Commissioners Court; effective from Oct. 2024 to Oct. 2025.

8. Update from the Harris County District Attorney’s Office

i. Ms. Cortez gave an update on the latest HCDA PSA and events, including domestic violence prevention.

9. Discussion & Recommendations

a. September Graffiti & Light Outage Report

1. Director of Services Garcia reviewed the report with the committee.

a. Cmte. Chair Turnbo inquired into gang activity in the area. Cmdr. Rubin advised that local and federal partners are working together to

b. National Night Out

i. Director of Services Garcia advised the committee on the outcome of the event and shared photos.

ii. Committee Chair Turnbo thanked the committee and members of the community for attending the event.
