Harris Central Appraisal District Board of Directors met July 16.

A meeting of the Harris Central Board of Directors was held Wednesday, July 17th, 2024, at 9:30 a.m. at the HCAD offices.

Chairman Martina Lemond Dixon called the meeting to order at 9:35 a.m.

Newly elected Board member Kyle Scott led those in attendance in the Pledge of Allegiance and the Salute to the Texas Flag.

Roll Call. The presence of a quorum was not established. Chairman Martina Lemond Dixon, Jim Robinson, Cassandra Auzenne Bandy, and newly elected board members Kyle Scott and Ericka McCrutcheon were present. Jonathan Cowen, Mike Sullivan, Grace Rodriguez, Ann Harris Bennett and Kathy Blueford-Daniels were absent.

Chief Appraiser Roland Altinger and Tammy White-Chaffer of Olson and Olson, legal counsel, were also in attendance.

Chairman Lemond Dixon introduced newly elected board members Kyle Scott and Ericka McCrutcheon and welcomed them to the HCAD board.

Without the presence of a quorum, official business of the Harris Central Appraisal District Board of Directors could not be conducted. The meeting proceeded with the presentation of Service awards.

Recognition of Service Awards and Employees of the Month. Chief Appraiser Altinger and Board member Ericka McCrutcheon presented the awards.

A 10-year service award to Robert “Bobby” Preisler of the Legal Services Division.

A 15-year service award was presented to Lidia Hernandez of the Information & Assistance Division.

A 20-year service award was presented to Denise Pan of the Information Technology Division.

Employees of the Month. Employee of the Month plaques were presented to Hai Au of the Records Center Division, Wendy Gilio of the Residential Property Division, Sedniqa Griffin of the Business & Industrial Property Division, and Blanche Loville also from the Business & Industrial Property Division.

Chairman Lemond Dixon recognized board member Jim Robinson who welcomed HCAD’s new board members and addressed all those present on why the legislature provided for publicly elected directors who could offer a new perspective to the organization.

Chairman Lemond Dixon thanked HCAD staff and the leadership for moving forward with HCAD operations after the recent related weather issues. She also requested, with no quorum available for today’s meeting, reaching out to all board members so that a special meeting could be held on Monday July 22nd.

Adjournment. Upon motion duly made and seconded, the meeting adjourned at 9:56 a.m.

At the April 17th, 2024 BOD meeting, the Board of Directors approved updates to the BOD Policy Manual which allowed together with one board member that the chairperson may appoint at any time, receiving the District’s financial reports and the report on payment of bills, payroll, and transfers of funds between line items and approval of settlement of certain appraisal-related litigation, appeals to the State Office of Administrative Hearings, and arbitrations conducted pursuant to Texas Property Tax Code, Chapter 41A, during a month in a calendar year that the HCAD board of directors’ regular monthly meeting is not held.

With the BOD Policy Manual update the following items were approved on July 17, 2024: Financial Reports. Receiving the district’s monthly financial reports.

Bills and Payroll. Authorizing payment of bills and payroll in amount of $5,873,960.88.

Pending Litigation. Approving settlement of pending litigation, arbitrations, and SOAH appeals as submitted by staff. A list is attached.
