Brays Oaks Management District Infrastructure Committee met May 2.

The Brays Oaks Management District Infrastructure Committee held a meeting via Zoom video conference on May 02, 2024, at 3:30 PM.
District Board and Committee members present: Etan Mirwis, Ralph Rieger Staff members present: Xavier Herrera, Josh Hawes, Cosme Garcia
Public present: Taylor Risien – Gauge Engineering, Muhammad Ali – Gauge Engineering, Naomi Ostfeld, Bill Burhans – WWGC, Sylvester L. Reeder III – Houston One Voice, Brenda Jackson, Karen Rogers – M2L, Ronnie Plotkin, Stephen Polnaszek – Neighborhood to Trails, Melvin Hopkins – District K
Committee Chair Etan Mirwis called the meeting to order at 3:32 PM, and the committee meeting adjourned at 4:10 PM.

2. Public Comment
a. No public comments were received.
3. Minutes of 4/4/2024 Infrastructure Committee Meeting
a. Committee meeting minutes submitted for reference.
4. Updates & Recommendations
a. Fondren Rd. Project
i. Ms. Rogers advised that she is awaiting information on overhead signage, however, the city will replace district overhead signs with CoH green and white signs if needed.
ii. Committee Chair Mirwis inquired when the city will provided the latest constriction design. Ms. Rogers advised that she was unaware of any updates.
iii. Committee Chair Mirwis advised that Mr. Ali relayed that since the city was running out of time they submitted the same 30% design plan with no changes.
b. Ruffino Detention Project
i. Mr. Reeder advised he didn’t have any updates.
ii. Committee Chair Mirwis advised that he noticed workers staking sections of the property on Fonmeadow Dr.
c. Spellman Detention Project
i. Director Mirwis advised that the city does have updates available online and if staff was aware of any additional updates.
ii. Executive Director Herrera deferred the question to Director of Services Garcia. ]
iii. Mr. Garcia advised that he had not received any alerts from the Engage Houston website, however, reported that work had begun on the site.
d. Spring Village Apartments Detention Project (11810 Chimney Rock)
i. No update.
e. Boardwalk Apartments Detention Project (9100 Fondren Rd.)
i. No update.
f. West Bellfort Traffic Study
i. Committee Chair Mirwis advised that he received a proposal from Gauge Engineering to conduct a traffic study.
ii. Mr. Ali advised that the proposal is for a traffic signal warrant analysis based on new traffic crash data. Additionally, the proposal would investigate other mitigation techniques. Mr. Ali reviewed the proposal with the committee.
iii. Committee Chair Mirwis proposed recommending the task order to the board for consideration. The committee had no objections.
g. Concerns regarding McGee Ln.
i. Committee Chair Mirwis advised reviewed the concerns with this area and advised that he is working with multiple entities to assume responsibility for the drainage.
ii. Chairman Rieger advised that the developer would have filed documents the city approved. Additionally, there should be a drainage plan.
iii. Committee Chair Mirwis advised that perhaps Guage Engineering may be able to clarify what information is needed.
iv. Ms. Rogers advised that a preliminary plan should have been signed off on by CoH for platting to occur.
v. Committee Chair Mirwis advised he would send what information he has to Ms. Rogers.
5. Update on Willow Waterhole Greenway trail project
a. Westbury Lake Trails
i. Mr. Burhans gave an update for the month of April.
b. West of S. Post Oak
i. Mr. Risien gave an update on the trails West of S. Post Oak; 2.8 miles of trails; construction started on Triangle, Scout, and Heron lakes.
c. East of S. Post Oak
i. Mr. Risien gave an update on the trails East of S. Post Oak.
