Harris Central Appraisal District Board of Directors met March 20.

A meeting of the Harris Central Board of Directors was held Wednesday, March 20th, 2024, at 9:30 a.m. at the HCAD offices.
Chairman Martina Lemond Dixon called the meeting to order at 9:35 a.m. and led those in attendance in the Pledge of Allegiance and the Salute to the Texas Flag.
Roll Call. Cassandra Auzenne Bandy was present, and Jim Robinson arrived at 9:46 a.m. Board members Jonathan Cowen, Mike Sullivan, Grace Rodriguez, and Ann Harris Bennett were absent.
Chief Appraiser Roland Altinger and Tammy White-Chaffer of Olson and Olson, legal counsel, were also in attendance.
Recognition of Service Awards and Employees of the Month. Chief Appraiser Altinger and Board member Cassandra Auzenne Bandy presented a 10-year service award to Yesenia Lopez of the Information & Assistance Property Division.
15-year service awards were presented to Karen Adesokan of the Audit Support Division and to Kimberly Schmidt of the Residential Property Division.
20-year service awards were presented to Tyeisha Bouie-Willis of the Residential Property Division and to Wilhelmina Brown of the Information & Assistance Property Division.
30-year service awards were presented to Stephen Atchison of the Residential Property Division and to Deputy Chief Jason Cunningham of the Office of Chief Appraiser.
Employees of the Month. Chief Appraiser Roland Altinger and Board member Cassandra Auzenne Bandy presented employee of the month plaques to Kelvin Lopez of the Commercial Property Division, Kymberly Rawls of the Human Resources Division, Monica Sellers of the Review Appraisal Division, and Carol Williams of the Information Technology Division.
With no quorum for the meeting available Chairman Martina Lemond Dixon proceeded with the meeting by conducting those agenda items that didn’t require any action by the board.
2024 Personal Property Renditions. Hal Long, Associate Chief Appraiser of the Business and Industrial Division, reported on the 2024 personal property rendition mailing. He reported that a total of 173,569 renditions have been printed and mailed out as of March 1st. An additional 12,707 were delivered electronically. A copy of the general and vehicle rendition was included in the board packet.
Dealer Inventory Materials. Hal Long, Associate Chief Appraiser of the Business and Industrial Division, reported that the packets provided to the dealers that are jointly done with the Harris County Tax Office have been completed and a total of 3,501 were placed in the mail. A sample of the packet was provided to the board.
Exemption Volume. Scott Christenson, Senior Director of Information and Assistance, gave an update on the progress of HCAD’s Homestead Exemption applications. A slide presentation was provided to the board.
Cyberstar Certificate. Chief Appraiser Altinger reported on the Texas Cyberstar Certificate awarded to Harris Central Appraisal District for demonstrating compliance with cybersecurity best practices in accordance with Texas Government Code section §2054.5181.
Taxpayer Liaison Officer Report. Teresa Terry, Taxpayer Liaison Officer, provided a verbal report to the board. A written report was also provided in the board packet.
Appraisal Review Board Report. ARB Chairman, Danielle Kirkland, reported on the progress of hearings, attendance by members of the appraisal review board at hearings, and activities of the executive staff and the board’s attorney.
Adjournment. Upon motion duly made and seconded, the meeting adjourned at 10:09 a.m.
