The Brays Oaks Management District Infrastructure Committee held a meeting via Zoom video conference on March 07, 2024, at 3:30 PM.

Public present: Taylor Risien – Gauge Engineering, Naomi Ostfeld, Bill Burhans – WWGC, Sylvester L. Reeder III – Houston One Voice, Brenda Jackson, Karen Rogers – M2L, Michael Mauer, - M2L, Ronnie Plotkin, Ronnie Plotkin, Stephen Polnaszek – Neighborhood to Trails
Committee Chair Etan Mirwis called the meeting to order at 3:30 PM, and the committee meeting adjourned at 4:11 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment
a. Committee Chair Mirwis advised there are significant drainage concerns on McGee Ln, which is a private right-of-way. This may be an opportunity to partner with TIRZ 20.
b. Mr. Polnaszek commented on the tree planting at the Willow Waterhole Greenway. Additionally, TIRZ 25 was looking to adopt WWHG, however, TIRZ 20 ultimately adopted the area.
3. Minutes of 2/08/2024 Infrastructure Committee Meeting
a. Committee meeting minutes submitted for reference and review.
4. Updates & Recommendations
a. Fondren Rd. Project
i. Ms. Rogers advised that she is in contact with the new PM assigned to the project.
ii. Ms. Rogers and Mr. Mauer reviewed an outline of expenses that the district has approved to spend to enhance the final construction. The amount approved was $386,000. Ms. Rogers advised that payment will be due at the time of construction. M2L will work with CoH on the CDA to incorporate the intended enhancements.
iii. Mr. Mauer advised that construction would likely start in early fall of 2025 at the earliest.
iv. Ms. Rogers and Committee Chair Mirwis drove the length of the proposed construction project.
v. Committee Chair Mirwis advised that M2L, Gauge Engineering and himself had a conference call with CoH. During the call the city confirmed that the trees in the medians cannot be saved.
vi. Ms. Ostfeld inquired into the size of the new esplanades and if the replacement trees would be close to the equivalent of the trees lost. Mr. Mauer advised that the city standard is a 5ft buffer for greenspace.
b. Ruffino Detention Project
i. Mr. Reeder gave an update on Houston One Voice’s grant application for technical assistance.
5. Update on Willow Waterhole Greenway trail project
a. Westbury Lake Trails
i. Mr. Burhans gave an update for the month of February. Additionally, the conservancy is investigating expanding parking in the area.
b. West of S. Post Oak
i. Mr. Risien gave an update on the trails West of S. Post Oak; 2.8 miles of trails; construction started on Triangle, Scout, and Heron lakes.
c. East of S. Post Oak
i. Mr. Risien gave an update on the trails East of S. Post Oak.
